Both Chhabbra and Chawla had held a protest rally in the city on a civic issue and were arrested along with 35 other workers. The trial in the case had not even begun in these 11 years. Nearly six judges changed during the pendency of the case.

The embarrassed mayor was released by the judge only after he and former mayor Chawla arranged their bail bonds before the court.

The duo were detained after the prosecution pointed out that non-bailable arrest warrants were pending against them after they earlier failed to appear before the court for the case pertaining to May 1997 rally.

Chhabbra later said they never realized that there were non-bailable warrants against them.
