    (a) whether it is a fact that a large number of agents and passengers travelling on other’s tickets and without tickets have been arrested by Railways in the third week of July, 2009;

    (b) if so, the details thereof;

    (c) the number of arrested agents and passengers travelling on other’s tickets and without tickets from 5 July, 2009 till date and the details zone-wise and division-wise; and

    (d) whether any order has been issued by the Ministry in this regard in July, 2009; if so, the details thereof?

    STATEMENT referred to in reply to parts (a) to (d) of Starred Question No. 490 by Shri KAMAL AKHTAR and Shri NAND KISHORE YADAV TO BE ANSWERED in rajya Sabha on 07.08.2009 REGARDING ARREST OF AGENTS AND WITHOUT-TICKET TRAVELLERS.

    (a) to (c): Yes, Sir. Apprehension of touts/agents selling tickets in fictitious names and detection of passengers travelling on such tickets/travelling without tickets through checks is an ongoing activity. Date-wise figures of such checks are not maintained. However, the data for the period 05.07.2009 to 29.07.2009 are as under:

    Since persons travelling on other’s tickets in reserved accommodation are apprehended and charged by the ticket checking staff in the running trains, Division-Wise originating journeys of such passengers is not segregated.

    (d): Orders have been issued to intensify such checks and effectively combat the menace of touts, passengers travelling without tickets, etc., so as to provide better service to the genuine passengers.

    (d): While deciding the allotment, requisitions received are considered taking into account factors like status of passenger, nature of urgency e.g. bereavement in the family, sickness, job interview, etc.

    (d) the total number of reservation requisitions received by different divisions and zones from 3 July, 2009 to 6 August, 2009 and the number of reservations confirmed against those reservation requisitions alongwith the details thereof zone-wise, division-wise and date-wise ?

    STATEMENT REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION NO.463 FOR 6.8.2009 REGARDING ACCIDENTS IN METRO RAIL PROJECTS.

    (a): Delhi Metro Rail Corporation (DMRC) Ltd. has reported that 130 number of accidents occurred during the last eleven years of construction phase. The details of accidents, fatalities and injuries are attached as Annexure.

    (b): The compensation is reported to have been paid/deposited with Workman Compensation Commissioner in most of the cases involving fatalities as well as injuries. Further details are being collected.

    (c): Comptroller and Auditor General (CAG)`s performance audit report on implementation of Phase-I of Delhi Mass Rapid Transit System by Delhi Metro Rail Corporation Ltd. does not contain any reference in regard to accidents or payment of compensation thereof. However, it has made certain recommendations highlighting the innovative

    practices undertaken for successful implementation of the project as well as certain observations `to facilitate the management to further improve its systems and bring it at par with the best practices`. The CAG`s report has been laid in Parliament.

GFRs do not specify any rate of fees payable to a Consultant.

    Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-

    (a) whether it is a fact that as per recommendation of the Sixth Pay Commission, Government reimburses one thousand rupees per month in the form of tuition fee for the children of its employees, studying upto Class XII;

    (b) whether this tuition fee is reimbursed to all those employees whose wards are studying in Government/Semi-Government and private schools;

    (c) whether it is also a fact that employees whose wards are studying in Government/Semi-Government Schools have to move place to place to get receipt of books, uniforms, shoes etc.;

    (d) if so, whether Government proposes to add tuition fee in the salary of employees; and

    (e) if not, the reasons therefor?

    (a): Subsequent to the recommendation of the Sixth Pay Commission, the Government had introduced the Children Education Allowance Scheme w.e.f 01.09.2008. Under the Scheme, the Children Education Allowance reimbursement can be availed by the Government Servant for a maximum of two children @ Rs. 1000/- p.m. per child.

    (b)&(c): The reimbursement is applicable for the education of school going children only i.e for Classes Nursery to XII including classes XI and XII held by junior colleges or schools affiliated to Universities or Board of Education. Under this scheme, reimbursement can be claimed for the tuition fee, admission fee, laboratory fee, special fee charged for agriculture, electronics, music or any other subject, fee charged for practical work under the programme of work experience, fee paid for the use of any aid or appliance by the child, library fee, games/sports fee and fee for extra-curricular activities. This also includes reimbursement for purchase of one set of text books and notebooks, two sets of uniforms and one set of school shoes which can be claimed for a child, in a year. The reimbursement is made on submission of original receipts on the basis of self certification by the Government servant.

    (d)&(e): There is no proposal in the Government to add tuition fee in the salary of the employees as it is a reimbursable allowance and does not form part of the salary of the employee.

    (a)to(c): Under Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT), city/town-wise allocation is not made. The scheme is in operation since December 2005. Allocation of Rs. 6400 crore was provided to the scheme for the 7 year Mission period of 2005-2012.
    This allocation has been distributed amongst the States/UTs based on their urban population. The details of State-wise allocation made by the Planning Commission, funds committed and funds released from December 2005 to 15-07-2009 are given in Annexure-I. Details of projects approved and funds released for the towns in Uttar Pradesh so far, including Moradabad, Azamgarh and Mau, are given in Annexure-II.

    (d): Under UIDSSMT, the State Level Sanctioning Committee

    (SLSC) of the respective State sanctions the projects to benefit all communities covering the entire population of the towns/cities.

    (a) the present status of handloom cooperatives, State-wise especially in Uttar Pradesh.;

    (b) the financial assistance given to each cooperative in Uttar Pradesh during last three years, year-wise and cooperative-wise; and

    (c) the steps being taken to give major push in Uttar Pradesh, especially in Amroha, Moradabad, Lucknow, Azamgarh etc. in a time bound manner, particularly for minorities?

    (a): Based on the information received from NABARD, a statement is annexed.

    (b): The financial assistance given to each cooperative under various schemes such as Marketing and Export promotion and 10 % Rebate is not maintained at Central level.

    (c): To give major push to the development of handloom sector in the state of Uttar Pradesh, 4 clusters have been sanctioned under Phase-I, 21 clusters under Phase-II and III and 14 clusters under Phase-IV. In addition to that, 76 group proposals have also been sanctioned. Moreover, Varanasi has been declared as a Mega Cluster and a sum of Rs. 70.00 crore has been earmarked for the development of the cluster.

    (a): Yes, Sir. Comprehensive instructions already exist for provision of passenger amenities including toilets and urinals at stations. The details of norms for quantum of Minimum Essential Amenities for toilets and urinals at various categories of station are as under:

The existing toilets and urinals are kept in usable condition through regular cleaning and maintenance.

    To have clean and hygienic conditions on platforms, steps like introduction of mechanized cleaning, provision of “Pay & Use” toilets, cleanliness awareness campaigns etc. have been undertaken. Regular inspections are conducted by various officials at the railway stations to monitor cleanliness and also to identify weak areas and take remedial measures.

    (a)to(d): Yes, Sir. In view of the rising international oil prices, the Public Sector Oil Marketing Companies (OMCs), namely, Indian Oil Corporation (IOC), Bharat Petroleum Corporation (BPC) and Hindustan Petroleum Corporation (HPC) were projected to suffer heavy under-recoveries of Rs.49,266 crore during 2009-10, on the sale of Petrol, Diesel, PDS Kerosene and Domestic LPG, based on the Refinery Gate Prices effective 1.7.2009. To meet the under-recovery, the retail prices of four sensitive petroleum products were required to be increased by Rs.6.94 per litre on Petrol, Rs.4.11 per litre on Diesel, Rs.16.01 per litre on PDS Kerosene and Rs.96.68 per 14.2 kg Domestic LPG cylinder. However, the Government has marginally increased the prices of Petrol by Rs.4/- per litre and Diesel by Rs.2/- per litre only.

    The retail prices of Domestic LPG and PDS Kerosene, which are used by the common man for cooking and lighting needs, have not been increased.

    Government is closely monitoring the international oil price situation and will take appropriate pricing decisions to protect the interest of the common man, particularly the vulnerable sections of society.

    (a) & (b): A zone-wise statement showing the details of registered cases of misbehaviour, molestation and harassment to train passengers by Ticket Checking staff during journey in the last 3 years i.e 2006, 2007, 2008 and 2009 (upto 30th June) is at Appendix. During the last three years, in all 92 complaints regarding misbehaviour, molestation and harassment to train passengers by ticket checking staff were received. Out of which, in 20 cases criminal case have been registered, in 44 cases departmental action has been taken against the staff, 24 cases could not be established, in 2 cases complaints have been withdrawn and 2 cases are under enquiry to identify the ticket checking staff. Out of total 92 cases, in 02 cases of molestation criminal case has been registered against the concerned staff. In one case, the TTE has been convicted and the other case is under trial in the court of law and the TTE has been placed under suspension.

    (a) & (b): Minimum Support Prices (MSPs) fixed by the Government provides remunerative prices to farmers. The Government’s price policy for agricultural commodities seeks to ensure remunerative prices to the growers for their produce with a view to encourage higher investment and production, and to safeguard the interest of consumers by making available supplies at reasonable prices.

    The Commission for Agricultural Costs & Prices (CACP), while formulating its recommendations on price policy considers a number of important factors which include cost of production. The cost of production taken into account includes all paid out costs, besides cash and kind expenses on use of material inputs, irrigation charges including cost of diesel/electricity for operation of pump sets, etc. Besides, cost of production includes imputed value of wages of family labour and rent for owned land. The cost also covers depreciation of farm machinery and buildings. As such, the cost of production covers not only actual expenses in cash and kind but also imputed value of owned assets including land and family labour.
    During 2008-09, MSP’s of Kharif crops were raised substantially over their 2007-08 level. The increase ranged between 29 percent in case of Arhar (Tur) and 94 per cent in case of Nigerseed. To be remunerative, the MSPs fixed for 2008-09 season cover the all-India cost of production as projected by CACP for the respective crops. MSP is in the nature of a minimum guaranteed price for the farmers offered by the Government for their produce in case the market prices fall below that level. If the market offers higher price than MSP, the farmers are free to sell at that price.

    In order to improve availability of credit to farmers, the Government in June, 2004 announced measures for doubling of flow of credit to agriculture sector within a period of three years. During 2007-08, the Banks disbursed Rs.2,54,657 crore against the target of Rs.2,25,000 crore.

    (c) & (d): No specific study has been conducted by the Government and, at present is there no proposal for the same.

    (a)&(b): The hundred days agenda of the Ministry refers to a concerted effort to include cities with population of 5 lakh and above under Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

    (c): The details of projects sanctioned under the Basic Services to the Urban Poor (BSUP) & Integrated Housing and Slum Development Programme (IHSDP)- components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in the State of Uttar Pradesh is annexed.

    (d): Under Infrastructure & Governance (UIG) component of Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the 7 years allocation of fund for the State of Uttar Pradesh is Rs.2119.41 crore. In 2008-09, an additional amount of Rs.100 crore for all Million Plus Cities and State Capitals and Rs.50.00 crore for other cities was allocated under Urban Infrastructure & Governance (UIG) of Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The State has submitted 56 number of Detailed Project Reports (DPRs) of which 29 number of DPRs have been approved with an Additional Central Assistance (ACA) commitment of Rs.2392.05 crore.

    (e): All the proposals which are found to be in conformity with the guidelines of JNNURM are considered by the Central Sanctioning and Monitoring Committee (CSMC) for approval subject to their technical appraisal and availability of funds.

    (a) & (b) : Public Sector Oil Marketing Companies (OMCs) have reported that at present, there is no overall shortage of LPG in the country including in the States of Uttar Pradesh, Andhra Pradesh and Kerala and LPG supplies to distributors are being made by the OMCs through indigenous production and imports in accordance with the genuine demand of customers registered with the LPG distributors.

    (c) : OMCs have reported that presently, LPG supplies to all the States are normal. OMCs take action as per Marketing Discipline Guidelines (MDG) against the distributors, if it is established that artificial shortage is being created by the distributors by deliberately delaying refill supplies to the customers.

    (d) to (f) : Yes, Madam. In order to have a more convenient, easy and effective way to enable the customer to register their complaints for redressal, OMCs viz., Indian Oil Corporation Limited (IOC), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have started the services of Toll Free Numbers for complaint registration through call centers w.e.f. 02.10.2008.     (a) & (b) : Indian Oil Corporation Limited (IOC) has reported that they have not received any complaint of pathetic customer services and irregular gas supply by Kumaon Mandal Vikas Nigam (KMVN) in Almora and Ranikhet District of Uttarakhand.

    Inspection of the distributors are carried out as per norms to monitor its functioning. Mechanism is in place for redressal of customers’ grievances at different levels and appropriate corrective action is taken on feedbacks received.

    Presently, various means for lodging complaints are available with the customers viz., complaint register kept at the distributorship, through website of IOC, through mail, customer / zonal service cell as also through toll free number 18002333555 to the complaint call centers of the IOC.

    These complaints are monitored and appropriate remedial action are taken by IOC in a time bound manner.

    (c ) & (d) : As on 01.06.2009, public sector Oil Marketing Companies (OMCs) are operating 168 LPG distributorships in the State of Uttrakhand, including four in Almora and one in Ranikhet.

    IOC has also reported that Letter of Intent (LOI) for setting up of one more new LPG distributorship in Almora has already been issued to KMVN to cater to the LPG requirements of the area. However, in the case of Ranikhet, a new LPG distributorship is not feasible at present as per norms in vogue.

    (c)&(d): Under Basic Services to the Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the Government has approved 200 projects covering 129 cities/towns in the State of Uttar Pradesh covering upgradation of slum/basic services to the urban poor.     (a): Waitlisted tickets are normally confirmed against the cancellation of already confirmed tickets, through Emergency Quota and release of various unutilised quotas provided in the trains viz. Tatkal Quota, Defence Department Quota, Out Station Quota, Foreign Tourist Quota, Senior Citizen Quota, Parliament House Quota etc.

    (b): As some of the waitlisted tickets get confirmed against various quotas, cancellations, and passengers not turned up, separate data of waitlisted tickets getting confirmed under various quotas is not feasible to be maintained zone-wise and class-wise due to very large number of trains operating every day.

    (c) No, Sir. Question does not arise.

    (d) & (e): In order to meet the urgent travel requirements of high official requisition holders, which includes Central/State Government Ministers, Judges of Supreme Court of India, High Courts of various States & MPs/MLAs/VIPs, a limited number of berths/seats have been earmarked as High Official Requisition(HOR) Quota in different trains and in different classes. The HOR quota is released in accordance with the priority as per warrant of precedence and well established practice being followed since long. While other requests forwarded by MPs are generally complied with but, sometimes, due to excessive demand, sometime, it is difficult to accommodate all such requests. Specific cases of misuse of quota are enquired into and officials responsible are taken up.
