The Jharkhand government Oct 2 effected reshuffle of 21 IPS officials. The district police chiefs of 13 of the 24 districts in the state were transferred.

Political parties in the state, including the BJP, have raised questions over the mass reshuffle of the IPS officials.

“When president’s rule was imposed in January, the union home ministry had issued a circular of dos and don’ts. The Jharkhand governor was asked not to effect mass scale transfers of officials. In 2006, even the Supreme Court had said that IAS (Indian Administrative Service) and IPS officers should not be transferred before a two-year tenure,” Raghubar Das, state BJP president, told reporters here Sunday.

“There are many district police chiefs who have been transferred within three to five months of their posting. The governor should explain the reason of the mass transfer of officials,” Das said.

“Union Home Minister P. Chidambaram, while addressing the state police chiefs meeting last month, had said officers are being used as footballs. The home minister should seek an explanation from his own governor,” said Das.
