    Subject: READY TO USE THERAPEUTIC FOOD.

    Question:

    Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-

    (a) whether a new branded food in the name `ready to use therapeutic food` has been imported into the country by international agencies worth crores of rupees;

    (b) if so, the details of the importing agencies and its timing;

    (c) whether this has been supplied to different States of the country;

    (d) whether this was done within the ambit of national policy and approval of the Union Government; and

    (e) what is the action being taken by Government to prevent such commercialization of child malnutrition and to ensure necessary regulation of international aid/assistance in future?

    (a) to (c) As per information received from the Ministry of Women & Child Development, ‘Ready To Use Therapeutic Food’ (RUTF), costing approximately Rs.11.5 crores, was imported by UNICEF India into the country between August 2008 and January 2009. RUTF was supplied and used in Madhya Pradesh and Bihar to treat children with severe acute malnutrition.

    (d) RUTF was used in Bihar and Madhya Pradesh without any request or approval of Government of India. Use of RUTF is not a policy of Government of India.

    (e) The whole issue was examined in consultation with the Ministry of External Affairs. UNICEF has been directed to discontinue the use of RUTF and ship the stocks out of the country. UNICEF has further been asked not to act on any requests received directly by them, from State Governments. Disbursal of medicines and other health and family welfare related supplies be made under the supervision of the State Health and Family Welfare authorizes with the knowledge/ concurrence of Ministry of Health & Family Welfare.

    In MTNL Delhi one plot measuring 1.141 acres was allotted near Bangla Sahib Marg, New Delhi by Ministry of Urban Development for construction of a building for International Telegraph/Telephone office, which was cancelled by Ministry of Urban Development. MTNL has taken up the case through Department of Telecom (DOT) for restoration of the same.
    In MTNL Mumbai, no vacant land is earmarked for telegraph offices.

    (b) The vacant lands of BSNL at Delhi are proposed to be used as follows:
    International Long Distance (ILD) Gateway Exchange for routing of all International voice, Data and other Traffic. For Lawful Interception of Monitoring (LIM) Systems. For Multiprotocol Level Switching (MPLS) Node/MNGT Nodes. For installing New Technology Switches. For KU Band Satellite Services Hub for providing services to countrywide customers. For making Transmission Centres for Next Generation Network. Monitoring and Analysis Centre for “Network Operation Control Centre (NOCC)” for monitoring and analyzing the Satellite Media from Indian Soil by Telecom Operators, Broadcasters, Defence Agencies, Internet Service Providers etc. The Administrative offices required to maintain the services.
    The vacant lands of BSNL at Chennai are proposed to be used as follows:
    For setting up a Customer Service Centre and for accommodating the Divisional Engineer/Sub Divisional Engineer (External) Office which are currently functioning in a nearby rented buildings.
    As on date, BSNL does not have any plan to close Telegraph Services.
    MTNL, Delhi intends to install telephone equipments for new bandwidth intensive services, e.g. IPTV, Broadband, VOIP, Video etc.

State Governments are also advised by the Ministry of Social Justice & Empowerment and Ministry of Tribal Affairs, to ensure adequate earmarking/expenditure of funds, in accordance with the guidelines laid down by the Planning Commission.     (a) : The Government has been announcing from time-to-time a number of incentives for the development of the food processing industry in the country. Prominent among these include – inclusion of food processing industries in the list of priority sector for bank lending, automatic approval for foreign equity up to 100% for most processed food items excepting alcohol and beer and those reserved for the small scale sector subject to certain conditions, zero excise duty on processed fruits and vegetables, income tax holiday and other concessions for certain food processing industries sectors, etc. No state specific policy packages have been announced so far.

    (b): The Ministry of Food Processing Industries has been implementing various plan schemes for promotion and development of food processing sector in the country, including rural areas. These are – i) Scheme for Infrastructure Development with major components i.e. Mega Food Park, Cold Chain, Modernization of Abattoirs and Value Added Centres, ii) Scheme for Technology Upgradation/ Establishment/ Modernisation of Food processing Industries, iii) Scheme for Quality Assurance, Codex, Standards and R&D, iv) Scheme for Human Resource Development, v) Scheme for Strengthening of Institutions and vi) Scheme for Upgradation of Quality of Street Food.

    (a) whether it is a fact that some international agencies have interfered with established norms of national flagship programmes such as NRHM/RCH by importing and providing a branded `ready to use therapeutic food` over the last one year;

    (b) if so, what action has been taken in respect of the imported food; and

    (c) what measure Government has taken to safeguard national flagship programmes from such interference by vested commercial interests in future?

    (a) to (c): As per information received from the Ministry of Women and Child Development, ‘Ready To Use Therapeutic Food’ (RUTF) was imported by UNICEF India into the country costing approximately Rs.11.50 crores.

    The whole issue was examined in consultation with the Ministry of External Affairs.

    The Government of India has asked UNICEF India to send all stocks of RUTF procured by them out of the country latest by 15.6.2009. UNICEF.

    India, and not the Government of India, has been deemed responsible for all legal liabilities and financial implications arising out of procurement and distribution of RUTF and UNICEF India shall restore funds of equivalent value of the stocks of RUTF sent back from India to the UNICEF – Government of Country Programme latest by the end of July 2009. In respect of multi -micronutrient sprinkles, that have not been delivered to India so far, funds of equivalent value of the procurement order cancelled shall be restored by the UNICEF to the UNICEF – Government of India Country Programme.

    UNICEF has been asked not to enter into correspondence with any State/UT directly relating to supplies to be made. The concerned International Agency has been asked to ensure that the State/U.T. specific Annual Work Plan are in accordance with UNICEF Annual Work Plan approved by the Ministry of Women and Child Development. Disbursal of medicines and other health and family welfare related supply should be made under the supervision of the State Health and Family Welfare authorities with the knowledge/concurrence of the Ministry of Health and Family Welfare, Government of India.

    (c) whether the products are mislabeled and misprinted and sold to innocent, gullible public;

    (d) whether the sale of such products through unlicensed/unapproved dealers, agencies or persons is permissible;

    (e) whether any action had been initiated in this regard;

    (f) if so, the details thereof; and (g) if not, reasons therefor?

    (a): Cosmetic products including baby oil/baby lotions are manufactured under and in accordance to the licences granted under the Drugs and Cosmetics Act by the State Licensing Authorities appointed by the State Governments. The said authorities ensure that these products conform to the standards laid down under the Drugs and Cosmetics Rules before these are permitted to be manufactured for sale.

    (b): Yes.

    (c): The cosmetic products marketed in the country are required to conform to the labeling requirements prescribed under the said rules.

    (d): There is no restriction under the rules for sale of Cosmetics from general outlets.

    (b)to(d): The Proposal of Government of Andhra Pradesh for Hyderabad Metro Rail (MRTS) project was granted in principle, approval for grant of Viability Gap Funding of Rs.2362.88 crore for a total project cost of Rs. 11,814 crore under the Scheme for Financial Support to Public Private Partnerships (PPPs) in Infrastructure on 30th July, 2008. The Financial Bid was opened by Government of Andhra Pradesh and the lowest bidder offered payments during different stages of Concession Period and did not seek any Grant. There would be 10% negative grant on the Project cost and the project is not entitled to the Viability Gap Funding (VGF) support. Government of Andhra Pradesh awarded the project to lowest bidder.

    (e)&(f): Government of India is at present running two schemes which can support taking up of Metro Projects on Public Private Partnership (PPP):-

    (1) India Infrastructure Project Development Fund (IIPDF): The scheme is available for financial support for developing metro PPP projects; and

    (2)Scheme for Financial Support to Public Private Partnerships in Infrastructure – Viability Gap Funding (Plan) : The scheme is to provide financial support as Viability Gap Funding for enhancing viability of the project.

    (b) whether CGWA has passed orders to Deputy Commissioner (South) vide No. 27-1/CGWA/Compl. (64)/05-802 dated 2 August, 2005 and No. 27-1/CGWA/ Compl. (83)/05-1425 dated 21 Nov. 2005 to file complaint under section 19A in authorized/appropriate court against alleged illegal drilling activities/construction of tubewell, bore well by Pani Mafia;

    (c) if so, the action thereon; and

    (d) if not, the reasons therefor?

CGWA has also reported that no action taken report has been received in the matter.

    (b) if so, whether CGWA has any action plan/proposal to stop further illegal abstraction of ground water by Pani Mafia in C-Block, Sangam Vihar and also in whole Sangam Vihar inorder to save the environment and to prevent further depletion of water level in Sangam Vihar; and

    (b) & (c) CGWA has notified Deputy Commissioner (South District) & Deputy Commissioner (South-West District) of NCT Delhi `as authorized officers` with effect from 5th October 2007 for the purpose of regulation of groundwater development and management.

    (a) and (b): Land is a State subject. Land for Special Economic Zones (SEZs) is procured as per the policy and procedures of the respective State Governments. State Governments have been advised that in case of land acquisition for SEZs, first priority should be for acquisition of waste and barren land and if necessary single crop agricultural land could be acquired for the SEZs. If perforce a portion of double cropped agricultural land has to be acquired to meet the minimum area requirements, especially for multi-product SEZs, the same should not exceed 10% of the total land required for the SEZ. The Board of Approval for SEZs only considers those proposals, which have been duly recommended by the State Government. Further, pursuant to the decision of Empowered Group of Ministers (EGOM) in its meeting held on 5th April, 2007, the State Governments have been informed on 15th June, 2007 that the Board of Approval will not approve any SEZs where the State Governments have carried out or propose to carry out compulsory acquisition of land for such SEZs after 5th April, 2007. As regards rehabilitation of displaced persons, State Governments have their own policies and procedures to deal with.

The Government has also launched a number of other schemes such as Industrial Infrastructure Upgradation Scheme (IIUS), Transport Subsidy scheme, Industrial Park Scheme etc. to provide financial assistance/concessions to the industries in other States as well. Besides, various other Departments of the Government of India are also implementing a number of schemes for generating employment and development of backward areas such as National Rural Employment Guarantee Scheme, Bharat Nirman, Backward Regions Grant Fund etc.

    (a) & (b) Sir, Telecom Regulatory Authority of India (TRAI) monitors the performance of the service providers against the Quality of Service (QOS) benchmarks laid down by it through the quarterly Performance Monitoring Reports (PMRs) and monthly congestion reports submitted by the service providers. As per the PMR for the quarter ending March 2009, MTNL / BSNL Cellular Mobile Telephone services are generally meeting the benchmarks for network related parameters such as Service Access Delay (Benchmark Average of 100 calls =< 15 sec), Stand-alone Dedicated Control Channel (SDCCH) Congestion (Benchmark ~ <1%), Traffic Channel (TCH) Congestion (Benchmark ~ < 2%), Call Drop Rate (Benchmark ~ <3%), Connection with good voice quality (Benchmark ~ > 95%) and Point of Interconnection (PoI) Congestion (Benchmark ~ <0.5%) with the following exceptions:

    Regarding the breakdown in mobile communication, there is a parameter in the above regulation on accumulated down time of community isolation, the benchmark of which is < 24 hours in a quarter. BSNL and MTNL complies with the benchmarks for this parameters in all the service areas. (c) TRAI has been taking various steps to ensure quality of service by Basic Service and Cellular Mobile Service providers. Some of these steps are given below: 1. TRAI has been monitoring the performance of Basic Service and Cellular Mobile Service against the benchmarks given for the various parameters laid in Quality of Service Regulations through Quarterly Performance Monitoring Reports. In addition, PoI congestion is being monitor on monthly basis. 2. TRAI also undertakes objective assessment of the Quality of Service of Basic and Cellular Mobile Service through an independent agency. A customer satisfaction survey is also conducted quarterly through this agency. The results of these audit and survey were widely published for public/stakeholders knowledge. 3. Apart from monitoring of the QoS through Quarterly Performance Monitoring Reports and objectives assessment of QoS and customer satisfaction survey through an independent agency, TRAI has issued number of Regulations and Directions to ensure QoS of Cellular operators.

    (a) to (c) Number of youth job seekers in the age group of 15-29 years, all of whom may not necessarily be unemployed, was 290.80 lakh as against total of 414.66 lakh persons registered with employment exchanges in the country as on 31.12.2006. The youth, therefore, constitute about 70% of the total job seekers. During the last 5 years, on an average, about 58 lakh job seekers including youth are being added to the live register every year whereas only 2.10 lakh job seekers, on an average, per year are being placed by the employment exchanges of the country. Employment Exchanges make submissions of suitable candidates to the employers against vacancies notified to them. Details of Registration, Placement, Vacancies Notified, Submissions made and Live Register for the last 15 years are annexed. The reduction in placement through Employment Exchanges is due to emergence of specialized recruiting agencies such as Staff Selection Commission (SSC), Union Public Service Commission (UPSC), State Public Service Commissions, Railway Recruitment Boards (RRBs), Institute of Banking Personal Selection (IBPS) and also as a result of Supreme Court judgment which gives freedom to employers to advertise their vacancies through print and electronic media to seek nominations from the market also.

    (d) Eleventh Five Year Plan aims at creating 58 million job opportunities in the country. On an average, therefore, about 11.6 million job opportunities are estimated to be created during 2009-10.

    The employment in organized sector has increased from 26.46 million in the year (2004-05) to 27.27 million in 2006-07. The last available data for the unorganized sector relates to the period 2004-05 which has registered an increase from 369.0 million in 1999-2000 to 432.64 million in 2004-05.

    (a)&(b): Yes, Sir. In furtherance to the Draft Rehabilitation Study (DRS) on revival of Hindustan Cables Ltd. (HCL) prepared by the State Bank of India, the Operating Agency appointed by the Board of Industrial and Financial Reconstruction (BIFR), a technical study was conducted by IIT, Kharagpur in November, 2004. Subsequently, Tata Consultancy Services (TCS) was appointed in for conducting a detailed turnaround strategy for HCL.

    (c)&(d): The technical study conducted by IIT, Kharagpur suggested capital investment of Rs.1643 crore for revival of HCL. The TCS turn around strategy examined three options viz. Status Quo, Closure and Revival. Status Quo option involved annual recurring expenditure of Rs.80 crore. Cost of closure was stipulated at Rs.1296.87 crore. Revival, even with certain concessions, restructuring and large scale Voluntary Retirement, in the view of TCS, was not possible.

    Reports of SBI, IIT and TCS were considered by the Board for Reconstruction of Public Sector Enterprises (BRPSE) on 11.09.2006 when it was desired that since these studies did not present an integrated approach on HCL, a fresh detailed, comprehensive, holistic study through IIT, Kharagpur be conducted. Report, accordingly, received from IIT, Kharagpur was considered by the BRPSE on 9.1.2008 when it was recommended for Joint Venture partnership either with Public or Private Enterprises failing which a complete disinvestment. Based on the recommendations of the BRPSE, views of Central Public Sector Enterprises, which have synergies with HCL were called for in June, 2008 and thereafter an advertisement was published in August, 2008 seeking expansion of interest from interested Public Sector Enterprises. Further action is under process.

Further, it may be stated that while considering National Mineral Policy, 2008, the Group of Ministers had decided that conservation of iron ore resources of the country is of paramount importance, however, the same may not be achieved by banning or capping the export of iron ore but by taking recourse to appropriate fiscal measures. Accordingly, export duty at different rates was imposed on iron ore from time to time. At present, the rates of duty on iron ore export is following: –

    The State-wise indicative allocation for the seven years period for UIG component of JNNURM is at Annexure. In 2008-09, an additional amount of Rs.100 crore for all Million Plus Cities and State Capitals and Rs.50.00 crore for other cities was allocated under Urban Infrastructure & Governance (UIG) of Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

    (b): Under the UIG component of JNNURM, one project each for the State of Orissa and West Bengal has been approved in the current year i.e. 2009-10. One project each for the city of Kochi in Kerala and Pune in Maharasthra has been approved under the National Mission Mode Project on e-Governance in Municipalities under JNNURM during the current year.

    (c)&(d):

    (i) The Central Sanctioning and Monitoring Committee (CSMC) apart from approving the projects also reviews and monitors the progress of the projects sanctioned by it on a monthly basis.

    (ii) A mechanism at the State level, for third party monitoring and review of the projects sanctioned under the JNNURM has been put in place to ensure that the Mission objectives are met. It is intended that the review and monitoring process in the 65 Mission cities will keep track of the physical and financial progress of projects throughout the implementation of the project- pre-construction, construction, commissioning and trial run, and post-construction stages.

    (iii) To strengthen the capacity of States to effectively co-ordinate implementation of projects and reforms under JNNURM, Ministry of Urban Development (MoUD) is supporting a Programme Management Unit (PMU) comprising of a team of professionals at the State level.

    (iv) Support is being extended to establish Project Implementation Units (PIUs) at Urban Local Bodies (ULBs) to enhance their capability to effectively implement projects and reforms under JNNURM.

    (v) The second and subsequent installments of Additional Central Assistance (ACA) for projects are released only upon receipt of proper utilization certificate from State Governments. The Central Sanctioning and Monitoring Committee (CSMC) before releasing the second and subsequent installments of ACA satisfies itself as regards the physical and financial progress of the projects under implementation and achievement of milestones as agreed upon by the States and Urban Local Bodies (ULBs) for implementation of reforms.

    (vi) The monitoring of progress of the projects are also done through the Quarterly Progress Reports (QPRs) of the cities and States and the appraisal of reform implementation by National Institute of Urban Affairs (NIUA), Administrative Staff College of India (ASCI) and National Institute of Public Finance and Policy (NIPFP).

    (a) Two lists containing pending applications Passport Office-wise & State-wise, beyond the target date of 30 days for fresh applications and 15 days for reissue applications, are enclosed at Annexures ‘A’ and ‘B’.

    (b) The Government has taken several steps from time to time to streamline the process of issuing passports to the applicants to cut down the delays, including:-

    (i) special drives to eliminate pendencies,

    (ii) expediting police verification process by coordinating with police authorities,

    (iii) renewal of passports without police verification of those applicants who have clear police reports in respect of existing passports and nothing adverse against them in passport records,

    (iv) issue of passports to senior citizens, Government servants and minors without police verification subject to completion of certain formalities, and

    (v) holding of Passport Adalats/camps at regular intervals by Passport Offices to dispose of old passport cases.

    (c) The number of Passport Offices inspected during the last three years and the current year is: 2006 – 38; 2007 – 26; 2008 – 31 ; and 2009 – 6 .

    (d) During the inspections of Passport Offices, shortcomings falling in the following major categories have been noticed in some cases and in some offices:
    i. not conducting proper scrutiny of applications at the time of receipt of the same, ii. not making special arrangements for Tatkal cases, iii. delays in dispatch of personal particular forms to Police authorities, iv. instances of delays in the granting and issue of passports after receipt of clear Police Verification Reports, v. wrong ‘Emigration Clearance Required’ endorsements, vi. delays in dispatch of passports, vii. absence of prompt redressal of grievances of passport seeking public, and viii. absence of requisite amenities for passport applicants.

    (e) & (f) No proposal for opening new Passport Offices has been received from the States. However, the Government is committed to improving the Passport Issuance System as a whole, and has accordingly started implementing the Passport Seva Project under which 77 Passport Seva Kendras are to be established throughout the country with the objective to deliver passport-related services to the citizens in a timely, transparent, more accessible and reliable manner.

    (a): In addition to the Seven Central Government SEZs and 12 State/Private Sector SEZs set up prior to the enactment of SEZ Act, 2005, formal approval have been accorded to 578 proposals out of which 323 SEZs have been notified. An investment of Rs. 1,08,903 crore has been made and direct employment for 3,87,439 persons have been generated in the SEZs. Total export of Rs. 99,689 crore has been made from SEZs during the financial year 2008-09 registering a growth of 50% over the exports over the 2007-08. The details of formally approved and notified SEZs, State-wise/location-wise and list of operational SEZs are available on the website: www.sezindia.nic.in.

    (b) to (e): Representations were received from various stake-holders on a number of issues including inadequate compensation for the land acquired, rehabilitation of displaced persons, compulsory acquisition of land, diversion of land from agriculture for SEZ purposes, need for adequate infrastructural requirements of SEZs, land used for activities in the non-processing area, maximum size of land that should be permitted for SEZs. Empowered Group of Ministers (EGoM) deliberated on various important issues concerning the SEZs and took appropriate decisions. Decisions taken by the EGOM included: fixing an upper ceiling of area requirement for multi product SEZs at 5000 hactare, preference to be given for wasteland for SEZs; otherwise for single crop land; if not, only 10% of double crop land to be acquired for multi-product SEZs, no Board of Approval (BoA) clearance for SEZs where State Governments have carried out or propose to carry out compulsory acquisition of land for such SEZs after 5th April, 2007, etc.

    (a)&(b) Yes, Sir. The details of road accidents and casualties as a result thereof in the country for the calendar years 2005 to 2007 (the latest available data) are at Annexure. The road accidents are non random events which occur due to a complex mix of number of factors which interallia includes: (a) type of road users and volume of vehicular traffic, (b) environmental/road related factors like road visibility, road design and geometry, access control, intersections (area of traffic conflict), provision of segregation of non-motorized transport and heavy vehicle traffic, (c) vehicle related factorsvisibility of vehicles, use of protective devices (helmets and seat belts) by vehicle occupants; problems with head and tail lights, mechanical failure etc, (d) nature of traffic management use of automatic signals, traffic calming devices and (e) emergency care for accident victims.

    (c) The safety of road users is primarily the responsibility of the concerned State Government. However, this Ministry has taken several steps to improve road safety for road users which are as under:

    (i) Road safety is an integral part of road design at the planning stage for National Highways/Expressways.

    (ii) Various steps to enhance road safety such as road furniture, road markings/road signs, introduction of Highway Traffic Management System using Intelligent Transport System, enhancement of discipline among contractors during construction, road safety audit on selected stretches, have been undertaken by National Highways Authority of India.

    (iii) Refresher training to Heavy Motor Vehicle drivers in the unorganized sector being implemented by the Ministry since 1997-98 under plan activities.

    (iv) Involvement of NGOs for road safety activities by Ministry of Road Transport and Highways and National Highways Authority of India.

    (v) Setting up of Driving Training Schools in the country.

    (vi) Publicity campaign on road safety awareness both through the audio-visual and print media.

    (vii) Institution of National Award for voluntary organizations/individual for outstanding work in the field of road safety.

    (viii) Tightening of safety standards of vehicles.

    (ix) Providing cranes and ambulances to various State Governments/NGOs under National Highway Accident Relief Service Scheme. National Highways Authority of India also provides ambulances at a distance of 50 Km. on each of its completed stretches of National Highways under its Operation & Maintenance contracts.

    (x) Widening and improvements of National Highways from 2 lanes to 4 lanes and 4 lanes to 6 lanes etc.

    (d)&(e) Model Concession Agreement (MCA) contains a provision for establishment of Highway Traffic Management System (HTMS)/Automated Traffic Management System for Public Private Participation (PPP) projects.

    (a) & (b) As such, no specific survey has been conducted to study the outcome of the measures undertaken to control air pollution in metro cities including Hyderabad. However, ambient air quality is regularly being monitored under the National Air Monitoring Programme (NAMP) by the Central Pollution Control Board (CPCB) alongwith State Pollution Control Boards (SPCBs) and the Pollution Control Committees (PCCs). The monitoring of ambient air quality and interpretation of data therein helps in determining broadly the outcome of various measures adopted by the Government to control air pollution. Ambient air quality data for the last 03 years for Hyderabad has revealed that air quality is within the ambient standards with respect to Sulphur Dioxide (SO2) and Oxides of Nitrogen (NOx). However, the levels of Respirable Suspended Particulate Matter (RSPM) are exceeding the ambient air quality norms.

    (c) The mandate of the World Health Organization (WHO) includes prescribing guidelines in respect of ambient air quality which have been issued from time to time, the latest being in 2005. WHO Guidelines are global in nature and do not take into account the local conditions. WHO air quality guidelines (2005) are in respect of Particulate Matter, Sulphur Dioxide, Nitrogen Dioxide and Ozone.

    (d) & (e) The Government has taken various measures to control air pollution which interalia includes implementation of notified emission standards for industries and generator sets. Implementation of action plan for air quality management in 16 cities including Hyderabad is being undertaken.

    Implementation of emission norms for new and in-use vehicles and fuel quality in accordance with the Road Map of the Auto Fuel Policy, introduction of cleaner fuel in public transport and strengthening of mass transportation is underway.

    (f) It is difficult to allocate a time line for the achievement of the said WHO Air Quality Guidelines.

    (a) & (b): The norms for taking up gauge conversion projects are as under:

    i) To take up conversion of lines to develop alternative Broad Gauge (BG) routes obviating the need for doubling existing BG lines on these routes.
    ii) To establish new BG links between stations connected by other BG lines.
    iii) To establish BG connection to ports, industrial centres and locations having potential for growth;
    iv) To take up conversion of lines required on strategic consideration;
    v) To minimize transhipment and to improve wagon turn around by avoiding delays at transhipment points.

    Gauge conversion works are also taken up on socio-economic considerations for development of backward areas.

    (c) & (d): There is only one Metre Gauge line on South Central Railway for which Andhra Pradesh Government has requested for expeditious completion. On this Dharmavaram-Pakala line, conversion of Pakala-Madanapalli has already been completed and awaiting certification by Commissioner of Railway Safety. The portion from Madanapalli –Dharmavaram is targeted for completion during 2009-10.
