Report card: Majority of Muslim Lok Sabha MPs remain silent, Owaisi again leader

New Delhi: Muslim Members of Lok Sabha (Lower House of Indian Parliament) have again disappointed their constituencies as well as the community as majority of them remained tight-lipped not asking any question during the November-December 2009 Winter Session.

The session ran from November 11 to December 21 with 21 working days. According to official data available by January 2, 2010, of 30 Muslim Members of Lok Sabha 19 did not ask any question. However, once again, Asaduddin Owaisi, lone MP of All India Majlis-E-Ittehadul Muslemeen (AIMIM) from Hyderabad (Andhra Pradesh) laughed his way to the constituency retaining leadership of Muslim MPs with 41 questions.

This is the second time when TwoCircles.net is presenting the report card on the performance of Muslim MPs in the Parliament – the highest legislative body of the country – before the community and the country. No other media, Muslim or otherwise, has ever presented such report card. That’s why our last report card on July-August 2009 session of Parliament got much accolade from public and created flutter among some Muslim parliamentarians.

During the recent Winter Session, while 19 Muslim Lok Sabha Members did not ask any question, Asaduddin Owaisi asked the most – 41. This despite the fact that he was among the 32 MPs because of whose absence on November 30, 2009 the Question Hour was cancelled. These 32 MPs had questions listed against their name but were absent.

In good performance Owaisi is followed by BJP’s Syed Shahnawaz Hussain (Bhagalpur, Bihar) with 27 questions. Others whose questions touched double figure are J M Aron Rashid of Congress (19), M I Shanavas (Congress) 16, Monazir Hsasan of JD-U (11) and Badruddin Ajmal of AUDF (10).

As the ruling Congress has more Muslim MPs (11) in the present Lok Sabha, the party also has the largest share of ‘onlooker’ MPs (9 of 19 non-performers). Except J M Aron Rashid and M I Shanavas, all other MPs of the party – majority from North India including Asrarul Haq Qasmi and Muhammad Azharuddin, preferred to be silent.

BSP is the second top low performer as all four Muslim MPs of the party did not ask any question. The ranking is shared by Trinamool Congress (3 MPs) and Muslim League (2 MPs) – both parties are partners of the ruling alliance -- who also remained silent.

The session ran for 21 days. There were four Muslim MPs who remained present in the House on all these days but only two of them asked question -- BJP’s Syed Shahnawaz Hussain (21 questions) and Sk Saidul Haq of CPM (9 questions), the other two – Ismail Hussain (Cong) and Shafiqur Rahman Barq (BSP) did not have any question to ask.

The lowest performer in attendance was Mausam Noor of Congress (4 days).

Type of Questions

Questions are of three types:-

Starred, Unstarred and Short Notice Questions

A Starred Question is one to which a member desires an oral answer in the House and which is distinguished by an asterisk mark. When a question is answered orally, supplementary questions can be asked thereon. Only 20 questions can be listed for oral answer on a day.

An Unstarred Question: is one which is not called for oral answer in the House and on which no supplementary questions can consequently be asked. To such a question, a written answer is deemed to have been laid on the Table after the Question Hour by the Minister to whom it is addressed. It is printed in the official report of the sitting of the House for which it is put down. Only 230 questions can be listed for written answer on a day.

A Short Notice Question is one which relates to a matter of urgent public importance and can be asked with shorter notice than the period of notice prescribed for an ordinary question. Like a starred question, it is answered orally followed by supplementary questions.

Potential to lead Muslims of India

Hi All,
At the very outset i would like to congratulatte TNC for their wonderful work. This was not only a project work but it is an awareness for Muslims and Muslim leaders of India and it is an indirect hint to the people of the nation to know that the muslims in India are in no mood to be un noticed.

After closely observing the All India Majlis-e-Ittehadul Muslimeen Party's services to the muslims of the Andhra Pradesh in particular and Muslims of the nation in whole and the sacrifices of the leadership and the quality and potentiality of the leadership there is not a fraction of doubt that Mr. Asaduddin Owaisi is growing to be leader of the muslims of India on the whole.

The day is very near when he will be consider and taken in the league of big leaders such as Mahatma Gandhi, Jawaharlal Nehru, Maulana Abul Kalam Azad etc.,

Mr. Asaduddin Owaisi is the future of Indian Muslims. We all are with Mr. Asaduddin Owaisi and his party.

Good Job, Advice is that the TCN needs some questions listed...

TCN - to be Congratulated!

One suggestion/Advice is the TCN should prepare some questions that needs to be raised during the next session of our parliment.
For this it should poll on this site, and know if it is really a question to be asked in parlimentm, then if the question is really backed by muslims then the MPs should ask it in the parliment.

The questions should(/can also) be posed by the site viewer. and if the question is really appriciable then it should go to poll on the site and then, based on the strenght of the question it should be put in the parliment.

Communal Riots by RSS hindrance to Indias Development.

Thanks for your feedback.Our biggest problem is the RIOTS which are all planned and well-oiled mechanism of RSS and its progeny.MPs should consistently maintain the pressure on Home ministry to eliminate riots,as in Europe and Americas.Most of our economic and educational backwardness is linked to riots.It will be a great achivement if they focus on this issue.

Owaisi Family has a record in Muslim Leadership in India

I dont knw who this giri is in actualbut whoever he is he doesnt know any facts about this particular owaisi family since they are not new in politics but this family is in Politics from the last 60 yrs they can be counted as the likes of gandhi , abdullah ,thackeary and karunidhi or n t rama rao family who have deep rots in politics in this country and money is not a big thing for these people since they have ruled for nearly 60yrs so the position itself which they hold is so powerful that big businessman would themselves come runing to these people but my point here is about the works and service which this family gave to muslims in andhra pradesh esepcially cannot be forgotten since they had helped muslims after the police action in the nizam state so just money is not always counted and all these accusations of corruption and selling of waqf properties looks nonsese since i have seen them raising the waqf issue themselves in parliament and assembly so this giris comments lok all nonsense.

OWAISI's killed Hindus in NIZAM's Hyderabad.

OWAISI family- the father of the present MP was a RAZAKAR LEADER involved in targeted killing of Hindus in NIZAM's Hyderabad in 1947-48. Is KILLING HINDUS THE CRITERIA FOR BEING MUSLIM LEADER?????? OWAISI- the elder was also party to giving 20 million Rupees to Pakistan when India was fighting with Pakistan in Kashmir- 1947-48. If it was any other country "such family" would have been thrown out.

When did NIZAM fight against British??

The topic of discussion was NIZAM and OWAISI. When did NIZAM fight against British?? NIZAM had contributed 36000 Muslim soldiers to fight alongside the BRITISH against TIPU in the war in Srirangapatanam in which TIPU was killed. In gratitude the BRITISH gave the Norther Districts of Karnataka to NIZAM in 1799 which was part of HYDERABAD till 1947. More importantly it was Mir JAFFAR- a MUSLIM who handed over Bengal to BRITISH during the 1756 Battle of Plassy laying the foundation of BRITISH EMPIRE in India.

OWAISI family were actively involved in RAZAKAR movement of HYDERABAD which tried to convert HYDERABAD into CENTRAL PAKISTAN by killing/evicting HINDUS. So why is the OWAISI family living in India and NOT go to PAKISTAN.

Muslim MPs, majority of them are just good for data

Good job by TCN team. Keep it up.11 MPs did not ask a single question. Congress, BSP and Trinool Congress sharing the honour. These sleeping beauties are there just to show up the number of Muslim MPs. They r just good for data.

From the report following questions can be debated:
1. Parties like to pick up silent Muslim leadership.
2. when they can not ask any question, how they can get justice done to community?
3. Is increasing Muslim representation going to solve our problem?

TCN please highlight the questions about muslim specific issues & answers by the minister even if they are asked by non muslims MPs.

Report card: Majority of Muslim Lok Sabha .........

Congratulations for TCN for having an eye on the performance of Muslim MPs. but I doubt the veracity of the evaluation. for examble, when the report mentions that both the muslim league MPs were silent in putting questions, I dont think it is a fact. when we go through the question list available in parliament official site anybody can see that Mr. E. T. Mohammed Basheer put questions in last winter session. just see the starred question number 374 dt 15th december, 2009. If anybody go through unstarred question number 4736 dt 18th december 2009 Basheers name is again there. these 2 questions which Iam indicating are just to show the error. It indicates that some error occured in preparing the news report. please check it and correct. Mr. Basheer was also actively participating in parliamentary debates. we should take the debate part also in the evaluation of the performances of MPs.
another thing, when you say 2 Muslim league MPs were silent it doesnt represent the fact. Because, another member of the Muslim league, Mr. E. ahamed is the Minister of state, Railways, and nobody expects a minister ask questions in parliament. Minister has to reply questions put by MPs and Mr. E. Ahamed has done it well in parliament.
I also wants to mention that, when the report says Muslim league has 2 members in parliament, technically it is correct. But Mr. Abdul Rahman whose name is mentioned as an active member who asked questions in the last session and mentioned as DMK member, is also from Muslim League. Technically the report is correct when it says he is a DMK member. But, the Fact is He contested the election in DMK symbol as it was the electoral undersatnding between Muslim league and DMK. Muslim league is an active partner in DMK front. once again I congratulate the TSN for closely watching the performance of Muslim MPs. -Jahanghir chaudhary
