The encounter of Munfaid on September 16, 2017, in Mewat district of Haryana is showing many loopholes in the police’s theory. A fact-finding report by members of Citizens Against Hate, mentions such in their finding.
Munfaid Hussain, a 30-year-old rape accused from Khadkhadi was shot down by police on September 16. Just a day after the alleged encounter, a fact-finding team of the members of Citizens Against Hate (CAH) visited the village and met the families and friends of the encounter victim Munfaid. The fact-finding team included Arif Mohammad, Fawaz Shaheen, Mangla Verma, Salman Khan and Vipul Kumar.
The fact-finding team in its report released to media stated that a day before the murder, Munfaid was called in by the officials of Haryana CIA. Munfaid called his father Islam Hussain and his father-in-law Khurshid from the village Dakedi which comes under the Nuh PS range.
Munfaid told his father and father-in-law upon meeting that police officials were telling him to carry out their work. Munfaid was allegedly assured that if he did their work, all the false charges of rape will be dropped from him. During the meeting with his father and father-in-law, Munfaid was constantly receiving the phone calls from the Haryana CIA officials.
In the fact-finding report, four CIA officials Vikrant, Shakti Singh, Satish, and Siddharth are named under whose pressure, Munfaid allegedly was asked to carry out some work.
Munfaid told his parents during the meeting on September 15, that he was being called to Rewari to meet police officers. Around 5 in the evening, Munfaid left for Rewari to meet police officials, and this was the last time when his family members had saw him alive.
Munfaid and his companion Anis were named in a rape case of a 17-year-old. A FIR against both of them was filed under 6 POCSO and Section 506 of IPC on May 30, 2017. This case and Munfaid’s being accused in the same case is refuted and termed fake by the family members of the Munfaid and by the villagers. Since a long time, Munfaid and his father were running around to clear his name from the FIR.
When Munfaid was called on September 15 to meet the police officials, he was lured of clear his name from the rape case. When Munfaid told his father and father-in-law of this, they agreed and told him to carry out the police work.
But around 6 of the morning of September 16, Munfaid’s family received the information of Munfaid’s murder.
According to the family members of the Munfaid and villagers, Munfaid’s dead body was first taken to Nalhad Medical College of Nuh. Here Munfaid was declared dead, but the doctors refused to conduct the post-mortem as the police were mentioning the encounter victim as unidentified. Then police took the body the Nuh Community Health Center, where doctors again refused to carry out the post-mortem of the body. After that a doctor from Palwal, who received the police’s request for post-mortem, reached Nuh and conducted the post-mortem of Munfaid.
However, in a seemingly blatant attempt to cover up the incident by the police, the FIR lodged by the Police, is not based on the complaint given by the victim’s father. The FIR is, in fact, based on the statement given by Inspector Mastana, CIA Staff, Nuh, Haryana.
The FIR states that Inspector Mastana, came across a white pick-up truck (registration number of the truck not mentioned in the FIR) in the middle of the road near an abandoned mining Kanta in Tauru Ghhati, where he found an unidentified person grievously injured. The victim was taken to Nalhad Hospital, Nuh, where he was declared dead.
The residents of village Rozkemeo informed the fact-finding team that Munfaid was accompanied by his three friends when he had gone to meet the police officers, who saw Munfaid being shot by the police. The eyewitnesses have informed the residents of the village that the police officers came in a green Bolero Car which stopped right in front of their vehicle. Munfaid who was sitting in a car with his three other friends was shot at by the officers.The three friends, scared for their own life and ran away from the spot and informed the villagers about the murder. The residents of the village also informed the fact-finding team, that the eyewitnesses perceiving a threat to their lives have not yet given a statement to the police and are currently in hiding.
Islam, Munfaid’s father has alleged that when he reached the mortuary he saw the doctor along with the police officers were tearing the clothes present on Munfaid’s body and trying to remove something from his body. When he objected, he was abused and asked to leave the room.
The fact-finding team has demanded that an FIR should be registered based on the statement given by the victim’s father Islam Hussain. It has also demanded the immediate suspension and arrest of the four CIA officials named in the report. Compensation and the protection to the eye-witnesses and family members of the Munfaid are also one of the major demands of the fact-finding team.
