Guwahati: A total of 152 candidates (38%) out of 399 candidates analyzed by the Assam Election Watch (AEW) for the second phase of Assam 2011 Assembly elections have declared that they have never filed income tax returns. Out of the above 152 candidates who have never filed IT returns, 75(49%) have not even given PAN details, 78 (20%) have not given PAN details. AEW, the National Election Watch, Assam Chapter demands that Income Tax filed and asset growth of candidates should be investigated by appropriate authority and action taken on defaulters.
Out of 399 candidates analyzed, 152 candidates (38%) have not filed income tax returns. AEW found that Prasanta Kumar Barua of AGP contesting from Bilasipara East constituency has the highest assets of Rs. 1.42 crores among these candidates followed by Kandarpa Kumar Das (BPF) contesting from Sarukhetri and Chandra Kamal Bhagawati (IND) contesting from Gauhati West with an assets of Rs. 1 crore and Rs.98 lakhs respectively. 78 out of 399 candidates (20%) analyzed by AEW who are contesting in the Phase II of Assam 2011 Assembly Elections have not declared their PAN card details. AIUDF has the maximum number of candidates who have not filled their income tax. 24 out of 49 candidates analyzed of AIUDF, 21 out of 40 candidates analyzed of AITC and 15 out of 58 candidates analyzed of BJP have not filled their income tax. In 2006 Assembly elections of Assam out of 251 candidates analyzed 151 (60%) had given their PAN details while 100 (40%) have not given their PAN details.
The following table gives information about candidates analyzed by the AEW who have filed IT returns for the last five years. 78% of the candidates analyzed have not filed their IT returns for Financial Year 2010-2011. There are 38% candidates (of the total 399 analyzed) who have never filed IT returns.

In the first phase of Assam election which was held on April 4, 2011, a total of 154 candidates (43%) out of 359 candidates analyzed by the Assam Election Watch (AEW), have declared that they have never filed income tax returns. Out of the 359 candidates analyzed for the first phase, 94 (26%) have not given PAN details and 60 (17%) candidates out the 359 analyzed have declared their PAN but have not filed Income tax returns.
AEW, the National Election Watch, Assam Chapter demands that Income Tax filed and asset growth of candidates should be investigated by appropriate authority and action taken on defaulters.
