Put pressure on Govt to make waqf tribunal effective & setup in each district, waqf commissioner i.e DM must be accountable for any misdeed in waqf of that district.

All arabic colleges in the respective area should have a close liaison with wakh board authorities. The wakf board inspectors should report to the principals of arabic colleges. I think this may help to reduce the corruption and thereby increase fund availability to run the arabic colleges. This may cause some administrative probems, but definitely could be resolved through proper coordination, Insha Allah.

I read various comments from "supporters" and "opponents", some are trying even to distract from main topic i.e. SUGGESTIONS for Waqf.

Here are a few suggestions:-

a) De-link power of State and/or GOI, if exercised any, on Waqf Boards.

b) Make Waqf Board members accountable for their actions / in-actions.

c) Invite "independent Muslim developers / investors" for funds to develop, maintain, and improve Waqf properties.

d) Evict all illegal occupiers, encroachment, and "long-term" tenants, who fail to qualify OR deserve to stay-put in Waqf Properties, for generations.

e) If "independent Muslim investors" are NOT coming forward, then rich Muslim countries' HELP (instead of GOI or state government) maybe sought to maintain, develop, and earn reasonable returns. Development funds maybe sought on "no-interest", "low-interest", or even on GRANT / FREE-AID basis.

I am sure more WISE men may have their own inputs / thoughts on improvement / functioning of Waqf Board / Waqf Properties - lest these properties become victims of State and hungry "land-grabbers".

According me the administration of wakf is very very bad, all are corrupted.
example if we want to apply for the marriage certificate,they ask money to give fast illegal.

why i told administration is very bad because Wakf has lot of properties in various places where it has rented to local public. from past 20 years their are paying only 100 rs or morethan, which the staff of wakf is showing to govt .
But in fact their are taking bribery from the public and they warn them if u dont pay me then i will close ur shop etc...

if the rent is 100rs(showing to govt) - they take 1000rs(taking from local public)
50 rs(showing to govt) - they take lessthan 1000rupesstaking from local public)
Then think how much the one person of wakf board is corrupated .

for all this i have seen but no legal proof for it

if i want to case against them, then also i will not proof them the they are corruptated.

so i like to give advice to all the wakf board staff etc think that allah is watching them if they eat 1 paise of umatah(muslim people money) then Allah has told in his holy quran that those people will have dangeous hell for them.

Waqf board responsibility should be given to Zakat trust of New Delhi and government should give them full authority to manage in any way for the betterment of humanity not only MUSLIM.

Only a private organization can manage the board.

We dont have any more trust in goverment management.

So there is no suggestion for waqf board of India...they are rubbish and will not help

If waqf board have so many property listed with them, then why cant they form small units in every district and have that unit control the property with the decision of higher authority of waqf.

Let us learn to differentiate between waqf-management and waqf-board-management. Our approach in the context of waqf management in India so far has been to focus on the latter. A training program in waqf management would include modules on how to ensure a continuous flow of waqf donations (extremely difficult if we MUST donate through the state-controlled waqf-boards); how to raise funds employing innovative, yet fiqh-compliant mechanisms, such as, securitization on a sustained basis; how to involve various economic units: individuals, corporations and government agencies (beyond the waqf boards, revenue deptts and waqf councils) in nurturing the instiution of waqf, how to use waqf effectively for community empowerment and so on. Let us not waste our time harping on corruption in the boards and encroachment issues and making arithmetic calculations of how much money can be generated for community kitty at x percent rate of return ! Let the corruption and encroachment issues be tackled by the agencies who are responsible and empowered to deliver. As a community, let us have a forward-looking agenda with appropriate strategies and measures to bring to life and nurture this great institution of charity, voluntarism and community welfare.

Government must utilize the help of available experts IAS officers, otherwise they may appoint private consultants to study and submit their report how the wakf properties can managed and also be utilize to remove poverty from Muslims.

It has been noted that Government has failed to managed and utilized the wakf properties for the purpose of poor muslims.

With immediate effect Government must give retirement benefits and end their services or transfer to different department of their present wakf employees (who are totally failed to utilized the wakf properties) and appoint young and fresh MBA for all the post those young fresh MBA may work under the young one IAS or IPS as CEO of wakf board, as per the recommendation received from expert consultants, inshallah wakf properties may utilize to help poor muslims of India.

Looking at the data above, it can be seen that Waqf properties have great potential to generate income for the waqf boards that can be used for the welfare of muslims. The best way to do this will be to have all the waqf properties listed, and incorporated into a single entity in an area/state, this will make it easier to manage. Once incorporated management should be given to professionals to run them as a corporation according to the principal of Islam.
As we have the land, the property but what we don't have is the will power to run them and no sense of belongingness towards our community, if we can only do that and with modern management we can generate the potential income stated above and with the income available it can be used for various welfare schemes for the betterment of the society.
