Domicile issue surfaces again in Jharkhand

Ranchi : The Jharkhand government has asked the police headquarters to review the appointment of constables made in the last six years and find the number of cops who hail from other states, like Bihar and Uttar Pradesh.

According to sources in the government, the process of fresh appointment of constables has been put on hold.

In 2004-05, nearly 13,000 constables were appointed in the state. According to reports, a large number of those appointed were from Bihar and Uttar Pradesh and people of Jharkhand were not given priority.

“Directives have been sent to districts to send a report on the total number of constables appointed in the last six years, as well as a list of the number of constables who belong to Jharkhand and from other states,” a senior government official told IANS.

“The process of appointment of 5,000 constables has been put on hold. It will be restarted once the report is submitted to the government.”

In 2001, during the National Democratic Alliance (NDA) rule, the state had implemented the domicile policy, according to which only indigenous people holding land records of 1932 would be given preference in government jobs. However, the Jharkhand High Court struck down the policy in 2002.

Reacting to the issue, Chief Minister Madhu Koda said: “The people of the state should be given preference in government jobs.”
