New Delhi : The Congress party Saturday suggested the government to redefine the “creamy layer”, or the elite, among Other Backward Classes and also bring a bill to bring unaided and private institutions under the OBC quota purview.
“It is for the United Progressive Alliance (UPA) government to review the current definition of the creamy layer as the cut-off of Rs.250,000 income per year was decided in 2005. The prices have risen since then,” senior Congress leader M. Veerappa Moily said.
Other those defined by the economic criterion, the creamy layer also includes children of those holding constitutional posts like president, prime minister, MPs, MLAs and also of Class I officers among others.
Moily also favoured brining the unaided and private educational institutions of higher learning under the ambit of the OBC reservation law. “If the government so feels it can bring fresh legislation to include unaided and private educational institutions of higher learning under the OBC reservation,” he said.
The constitution bench of the Supreme Court in its judgement Thursday stated that the government-aided institutions and institutions under the jurisdiction of central government would have to provide 27 percent reservation to OBC students.
