Delhi Police asked to explain alleged framing of innocent men

New Delhi, Dec 15 (IANS) A city court Monday asked the Special Cell of Delhi Police to file its response to a Central Bureau of Investigatiobn report that two Kashmiris allegedly framed as Al Badr terrorists are innocent.

Additional Sessions Judge S.K. Gautam asked the Special Cell to file its reply by Dec 24, the next date of hearing.

The court earlier issued warrants against the two alleged terrorists and they were brought before the court Monday.

Counsel for Special Cell informed the court that the cell wanted to make some submissions before the court, which allowed its plea and asked them to file its reply by next date.

The Central Bureau of Investigation (CBI), which investigated the case, had in its final report Nov 13 said that charges against Irshad Ali and Muarif Quamar were baseless and should be dropped.

Questioning the role of some Delhi Police officers in the incident, the CBI charged sub-inspectors Ravinder Tyagi, Subhash Vats and Vinay Tyagi with framing the duo.

The CBI’s final report says Sub-Inspector Vinay Tyagi prepared the reports of the recoveries allegedly made from Ali and Qamar and these were also signed by Vats and Tyagi.

Another loophole uncovered by CBI was that though the police claimed the men were arrested while alighting from a Jammu and Kashmir state transport bus in Delhi Feb 9, 2006, the two tickets, planted on them by the police, were of a day later (Feb 10, 2006).

Qamar and Ali, both from Kashmir, were arrested by the police from Mukarba Chowk on G.T. Karnal Road in north Delhi in February 2006.
