Ranchi : The Jharkhand government is finding it difficult to convene the budget session of the state assembly as Governor Syed Sibte Razi has not yet prorogued the house after winter session.
Speaker Aalamgir Aalam adjourned the assembly sine die on Dec 17 and the government recommended to the governor to prorogue the house.
“More than a month has passed, but the governor has yet to prorogue the winter session. A fresh session of the house is convened only after the previous session is prorogued by the governor as per the constitution,” a senior official told IANS.
“Normally the budget session begins from Feb 28,” the official said.
While the governor is yet to prorogue the winter session, the Jharkhand speaker has announced that the budget session will be convened from Feb 28.
“This time, the session will be of one month and the session is likely to begin from Feb 28,” Speaker Aalam said.
“The governor was very busy last month and this could be the reason why the session could not be prorogued,” a source in the governor’s house told IANS.
However, political watchers say another reason could be that with the Congress is likely to withdraw support to the Madhu Koda government by mid-February. The governor may then direct the members to pass the vote on account and recommend to the centre to impose president’s rule.
