Chandigarh : The Chandigarh police Thursday booked two Haryana police personnel, part of the Hayanan governor’s security team, and another person on charges of raping a 40-year-old woman.

The two security personnel – commando Vijendra and constable Dinesh of the Haryana Armed Police – were posted on security duty at the Haryana Raj Bhawan here. Both have been arrested.

The third accused, a guest of constable Dinesh, is a resident of Rohtak district in Haryana. He is still absconding.

“We have booked three people on charges of rape. The victim has been sent for medical examination,” Sector 3 station house officer Ram Gopal told IANS.

The victim, a resident of Mohali town, about 10 km from here, is the mother of five children.

What is surprising is that the alleged rape took place in the residential complex of the high-security zone of the Punjab and Haryana Raj Bhawans that are located side by side in Sector 7. The complex has security from the Central Reserve Police Force (CRPF), Punjab and Haryana police.

The victim told that police that she was returning home late Wednesday night with an acquaintance after doing catering work at the Rock garden when they were signalled to stop by the police personnel near the Haryana Raj Bhawan.

She alleged that she was taken inside one of the government houses and raped by three people. She was later dropped by these persons to Mohali in Punjab.

A number of catering service waiters, who worked with the woman, gathered outside the Haryana Raj Bhawan in the wee hours of Thursday after hearing of the rape incident. The Chandigarh police had to send additional force to handle the situation.
