Chandigarh to host speakers’ conference

Chandigarh : Time management, anti-defection laws and the role of legislatures in countering terrorism are some of the key issues that would be discussed at a two-day conference of presiding officers (speakers) to be held here Sep 21 and 22.

The conference, to be addressed by Lok Sabha Speaker Somnath Chaterjee, will be attended by speakers and secretaries of legislatures.

“The 73rd Conference of Presiding Officers’ and 51st Conference of Secretaries of legislative bodies in India is being organised for the first time by Haryana,” the state’s assembly speaker Raghubir Singh Kadian told reporters here Wednesday.

Kadian said the event would provide an opportunity to speakers and officials of parliament and state legislatures to deliberate on parliamentary procedures and conduct of proceedings in the legislatures in view of changing times.

He said the role of speakers in legislatures had changed in an era of coalition governments. “The role of speakers has become significant,” Kadian said.

Over 400 delegates from the parliament and state legislatures will attend the conference.

Other issues likely to be discussed at the conference include voting procedures, code of conduct for members and the need to strengthen the faith of the public in democratic institutions.
