    (c) the steps taken to prevent recurrence of the problems faced by Haj pilgrims?
    ANSWER

    THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS(DR. SHASHI THAROOR)

    (a) to (b) During Haj 2009 approximately 167,000 pilgrims performed the Haj.As per the past practice, the Government of India made elaborate arrangements for the Haj pilgrims. Some complaints have been received mainly relating to accommodation and transportation arrangements. There is a system in place for the redressal of the hardships faced by the pilgrims. The Government of India sets up a large number of administrative offices at key points of the Haj pilgrimage. In addition, the Government makes arrangements for providing proper medical facilities for the pilgrims. The staff on duty co-ordinate with other agencies involved to take appropriate measures to address the grievances of the pilgrims.

    (c) It is the constant endeavour of the Government to keep making improvements in the arrangements made for the Haj pilgrims and to provide them with better facilities after taking into account the feedback received from all concerned.

    (a) whether the Government has any proposal for opening more LPG dealerships and diesel and petrol outlets in the country including Jammu and Kashmir and tribal dominated areas of Tamil Nadu ;

    (b) if so, the details thereof ;

    (c) the details of such dealerships given and outlets opened in Jammu and Kashmir and Tamil Nadu during the last one year and the current year ;

    (d) the details of such dealerships and outlets proposed to be opened during the current financial year and the next year ; and

    (e) the steps being taken to ensure adequate supply of gas, petrol and diesel in rural and tribal areas of the country ?

    MINISTER OF THE STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI JITIN PRASADA)

    (a) to (d): Public Sector Oil Marketing Companies (OMCs) namely, Indian Oil Corporation Limited (IOC), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) have freedom to set up LPG distributors/RO dealerships as per their commercial consideration based on feasibility and economic viability of the locations as per their own guidelines, which are available on the websites of the concerned OMCs as well as at their Regional/State Offices.

    During the year 2008-09 and between April 2009 and January 2010, OMCs have commissioned 3 and 40 LPG distributors and 24 and 173 ROs in the States of Jammu & Kashmir and Tamil Nadu respectively.

    OMCs have proposed to open 7 and 53 LPG distributors and 16 and 210 ROs in the States of Jammu and Kashmir and Tamil Nadu respectively during the current financial year (2009-10).

    OMCs have reported that they have planned to set up 8 and 20 LPG distributors (except BPCL) and 4 and 105 ROs (except HPCL) in the States of Jammu and Kashmir and Tamil Nadu respectively during the year 2010-11.

    (e): As per the “Vision 2015” adopted for LPG sector, a target has been given to the OMCs to raise the over-all LPG population coverage to 75% in the country by releasing 5.5 crore new LPG connections by 2015 especially in rural areas and uncovered areas and also examine the possibility of providing more Retail Outlet/Kisan Seva Kendra (KSK).

    In order to increase rural penetration and to cover remote as well as low potential areas, a new scheme namely, “Rajiv Gandhi Gramin LPG Vitrak Yojana” (RGGLVY) for establishing small size LPG distribution agencies for locations having potential of 600 or more refill sales per month has been formulated.

    The scheme has been launched on 16.10.2009 and subsequently advertisement inviting applications for distributors under the scheme have been released by OMCs in 8 States where the reach of LPG is very low namely, Bihar, Chhatisgarh, Jharkhand, Madhya Pradesh, Orissa, Rajasthan, Uttar Pradesh and West Bengal covering 1266 locations.

    The scheme has so far not been implemented in other States/UTs including Jammu & Kashmir and Tamil Nadu. The setting up of LPG distributors under this scheme will now be a continuous process till all parts of the country deficient in LPG including in the States of Jammu and Kashmir and Tamil Nadu were covered by LPG network.

    (a) The estimates of employment and unemployment are obtained through quinquennial labour force surveys conducted by National Sample Survey Organisation. Last such survey was conducted during 2004-05. Based on the results of the last survey, the State-wise details of the persons belonging to minorities employed according to the usual principal and subsidiary statuses are given at Annex I and II.

    (b) The data on the professions and trades in which percentage of minorities is substantial is not mentioned. However, 10 trades have been indentified based on the potential for employment opportunities, namely, Electrician, Welder (Gas & Electric), Plumber, Fitter, Draughtsman(Civil), Electronic Mechanic, Mechanic Refrigeration & Air-Conditioning (MRAC), Motor Mechanic Vehicle (MMV), Diesel Mechanic and Information Technology & Electronics System Maintenance (IT& ESM).

    (c) State Govts./UT administrations have been requested to set up new ITIs in these trades.

    (c) The expenditure incurred upto January, 2010 for conservation and development works related to Commonwealth Games is Rs.5.37 Crores.

    (b) if so, the details thereof alongwith the total number of such cases registered, accused arrested, cases solved/unsolved, trial started and conviction achieved during each of the last three years and the current year, State-wise and crime-wise including murder, rape, riots, sexual harassment, atrocities and criminal assault on priests and nuns;

    (c) the steps taken by the Government to check such incidents and provide protection cases within a fixed time-frame;

    (d) the steps taken by the Government to check such incidents and provide protection to members of such communities including women;

    (e) whether the Government proposes to strengthen the relevant provisions of the criminal laws to provide speedy trial and justice in such cases, and

    (a) & (b): As per information maintained by National Crime Records Bureau (NCRB),the State/UT-wise details of cases registered,cases chargesheeted, cases convicted, persons arrested, persons chargesheeted and persons convicted under different heads of crimes against SCs and STs during 2006-2008 are enclosed at Annexure-I & II respectively. Information on crimes against weaker section, minority community, priests and nuns is not maintained separately at NCRB.

    (c) to (f): As per seventh Schedule, to the Constitution of India, “Police” and “Public Order” are State subjects and as such the primary responsibility of prevention detection, registration, investigation and prosecution of crimes, lies with the State Governments/UTs, However, Government of India is deeply concerned with the welfare of all weaker sections of society including SCs/STs, minority communities and women. The Central Government, through various schemes augments the efforts of law enforcement agencies and welfare departments of States/UTs responsible for ensuring protection and well being of the SCs/STs, and other vulnerable sections of the society.

    State Governments/UT Administrations have also been advised from time to time to ensure Vigorous and conscientious enforcement of the Statutory Provisions and the existing legislations relating to Crime against Scheduled Castes and Scheduled Tribes, sensitizing the law enforcement machinery towards crime against SCs/STs by way of well structured training programmes, sensitization of police personnel in the implementation of PCR Act and the SC/ST (POA) Act, setting up of fast track courts and special courts for speedy trial and conviction in cases of crime against SCs/STs, identification of atrocity prone areas for prevention of crime, etc.

    Amendments have been made in the CrPC, in 2009 to provide for speedy enquiry and trial in case of offences of rape against women and children.

    (a)&(b): No, Madam.The number of checks against ticketless/irregular travel has increased. In the current year 2009-10 (upto January, 2010), 13.86 lakh checks were conducted as against 13.21 lakh checks during the corresponding period of the last year.

Campaigns are also launched through media to educate the public about the consequences of travelling without tickets. To deter ticketless/irregular travel, the minimum penalty has also been enhanced from Rs.50/- to Rs.250/- with effect from 01.07.2004.

    THE MINISTER OF NEW AND RENEWABLE ENERGY (DR. FAROOQ ABDULLAH)

    (a): A total grid-interactive power generation capacity of 15,789 MW has been installed from renewable energy sources in the country as on 31.1.2010, which corresponds around 9% of the total power generation capacity installed from all sources in the country.

    (b) & (c): Yes, Madam. A potential of around 90,000 MWeq for energy / power generation from different renewable energy sources (excluding solar) in the country has been estimated, as per the details given in the Annexure. The potential for solar energy is estimated for most parts of the country at around 20 MW per square kilometer of open, shadow free area covered with solar collectors.

    (d) & (e): Proposals for grant of central financial assistance under the Ministry’s schemes/ programmes are received on an ongoing basis through State Governments / designated State Nodal Agencies. At times, these proposals are found to be incomplete or not in line with the provisions of the schemes / programmes. Complete proposals in line with the schemes/ programmes are considered and approved subject to budget provisions.

    (a) to (e): As per National Association of Software and Services Companies (NASSCOM), the IT sector has also been adversely impacted by the global economic recession. The Indian Software and Services export growth rate was about 16.5% during the year 2008-09, which was the lowest as compared to the previous three years. The main reason for dip in the growth rate is due to deep recession in North America, UK and European markets that account for more than 85 per cent of Indian software and services exports.

    The annual growth rate of IT software and services exports in the country during each of the last three years and estimate for the current year is given below:

    (c) whether any directions have been issued to the airlines for the safe handling of passengers` baggage;

    (d) if so, the details thereof; and

    (e) if not, the reasons therefor?
    ANSWER

    (a)and (b):- The carriage by air is a contractual matter between the passenger and the carrier. The complaints of lost baggage are, therefore, filed with the airlines by the Passenger Irregularity Report (PIR). As per the available records with Directorate General of Civil Aviation (DGCA) details of lost, mis-handled checked-in baggages are as follows:

    The complaints are taken up by the Directorate General of Civil Aviation (DGCA) with the airlines for redressal.

    In such cases, airlines compensate the passengers as per company policy which is on per kilogram basis subject to maximum permitted weight of checked-in baggage.

    (c), (d) and (e):- DGCA has not issued any regulations for handling of checked-in baggage by the airlines. However, All the scheduled domestic airlines have a Citizen Charter, available on their respective websites, which contains conditions of carriage and various facilities offered to the passengers so that passengers are aware of these before booking air tickets.

    (a) the details of firms/companies and organisations from which the drugs and raw products have been procured by the Central Council for Research in Unani Medicine (CCRUM) during the last three years and the current year;

    (b) whether such procurements have been made in violation of the established procedure and provisions without calling for the tenders;

    (c) if so, the details thereof and the reasons therefor;

    (d) the action taken by the Government in this regard;

    (e) whether the post of Advisor, Unani is vacant for the last four years; and

    (f) if so, the reasons therefor and the time by which the post is likely to be filled up?

    (a) The Central Council for Research in Unani Medicine (CCRUM) has been getting Research Drugs manufactured from its own pharmacy at the Central Research Institute of Unani Medicine, Hyderabad. No compound Medicine is procured from outside, except a few compound drugs which are procured on the basis of CGHS rates and from Indian Medicine pharmaceutical Corporation Ltd (IMPCL), a Public Sector Undertaking (PSU) under the Department of AYUSH.

    35 Kit Medicines are however, being got manufactured on the basis of comparative rates arrived after the issue of tender notices from the firms having Good Manufacturing Practice (GMP) certificates and registered and licensed with National Research Development Corporation (NRDC) with whom the Council is having an MOU for getting patent rights of the drugs. Firms presently manufacturing the drugs are:

    -M/s Maxo Laboratories, Delhi -M/s Herbs and Herbs, Jaipur -M/s Drug Laboratories, Meerut

    The above firms are accredited having registered with NRDC and GMP compliant.

    Procurement of crude drugs is made through registered units of Khadi and Village Industries Commission (KVIC), PSU of Government of India, on the basis of their certified rates after due certification of quality by a Committee.

    (b) to (d) It has been reported by the CCRUM that no procurement is being made without following the process of tenders except however, in case of IMPCL as well as the registered Units of the KVIC which are PSUs under the Government of India.Instructions have been issued recently for finalizing rates for procurement of crude drugs also on the basis of lowest rates after due issue of tender notice in order to streamline the System.However,to rule out the possibility of any irregularity, the Chief Vigilance Officer (CVO) of the Department has been asked to look into the complaints,if any.

    (e) & (f) Yes. The post of Advisor (Unani) has been vacant since 02.12.2006, after the repatriation of the incumbent officer on expiry of his contractual appointment.The post of Advisor (Unani) is lying vacant as no suitable departmental candidate was found fit for promotion to the post of Advisor (Unani) in the DPC held on 21st December, 2009.The post of Advisor (Unani) has been advertised for filling it up on deputation basis, including short term contract.

    Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-

    (a) whether the Government proposes to set up Madarsa Board;

    (b) if so, the details thereof;

    (c) whether views of all stakeholders have been ascertained;

    (d) if so, the details thereof; and

    (e) the action taken by the Government in this regard?

    (a) to (e): The proposal in regard to establishing a Central Madrasa Board, through an Act of Parliament, for standardizing the education in modern non-theological subjects of Science, Maths etc. was mentioned in the report of a National Conference organized by the National Commission for Minority Educational Institutions (NCMEI) on 28.2.2006. Since it is not a proposal initiated by the Government, any decision in this regard shall be taken only in the event of there being consensus among all stakeholders.

    Will the Minister of MINORITY AFFAIRS be pleased to state:-

    (a) the number of non-governmental organisations which received financial assistance from the Maulana Azad Education Foundation during each of the last three years and the current year, State-wise;

    (b) whether any assessment has been made regarding the functioning of MAEF;

    (c) if so, the outcome thereof and the corrective measures initiated by the Government in this regard;and

    (d) the other steps taken by the Union Government to implement educational schemes and plans for the benefits of the educationally backward minorities?
    ANSWER

    MINISTER OF THE STATE (INDEPENDENT CHARGE), IN THE MINISTRY OF MINORITY AFFAIRS (SALMAN KHURSHID)

    (a): During the last three years, and the current year, the Maulana Azad Education Foundation(MAEF) has sanctioned financial assistance to 280 Non-Governmental Organizations (NGO) amounting to Rs.37.25crore. Year wise break up is as under:-

    (b) and (c): Yes Madam. Evaluation studies by Indian Institute of Public Opinion and Organization and Research Group (ORG) Private Limited were carried out in the years 1999 and 2006 respectively. Broadly, these agencies, inter alia, recommended enhancement of corpus fund of MAEF, computerization of vital data, proper utilization of funds etc.

    Based on these recommendations, the size of the corpus fund of the Foundation has been enhanced, the major activities in the organization have been computerized and monitoring and inspecting procedure has been streamlined.

    (d): The Prime Minister’s new 15 Point Programme for the Welfare of Minorities focuses on enhancing opportunities for education amongst other things. Under this programme, the following educational schemes have been implemented/launched:

    (i) Improving access to School Education.

    (ii) Greater Resources for teaching Urdu.

    (iii) Modernizing Madrasa Education.

    (iv) Pre-matric, Post-matric and Merit-cum-Means scholarships are being provided to encourage students belonging to minority communities to pursue studies at primary level and at higher level. Under Maulana Azad National Fellowship for Minority Students, fellowship in the form of financial assistance is to be provided to students belonging to minority communities to pursue higher studies such as M.Phil and Ph.D.

    In addition, scholarships are provided to girls students under Maulana Azad National Scholarships for Meritorious Girl Students. The Maulana Azad Education Foundation also extends financial assistance for infrastructural development in educational institutions run by Non-Government Organizations.

    Further, under Free Coaching and Allied Scheme for the persons belonging to the minority communities assistance is provided to students by way of coaching for various jobs and for various entrance examinations.

    (a) the details of the Ayurveda, Yoga- Naturopathy, Unani, Sidha and Homoeopathy (AYUSH) colleges, hospitals and research centres in the country and the number out of them set up during the last three years and the current year, State/UT-wise;

    (b) the allocation made and the expenditure incurred on AYUSH colleges, hospitals and dispensaries, separately during each of the last three years and the current year;

    (c) whether the Government proposes to establish more such colleges, institutions, research centres and digital library in the country to widen the scope of ayurvedic medicines in view of the increasing acceptance of such medicines in the world;

    (d) if so, the details thereof, State/UTwise and location-wise;

    (e) whether the Government has appointed/proposes to appoint ayurvedic and homoeopathic doctors along with the allopathic doctors in the hospitals particularly in the rural areas of the country; and

    (f) if so, the details thereof, State/UTwise and if not, the reasons therefor?

    (a) There are 501 AYUSH Colleges (Ayurveda-253, Siddha-9, Unani-41, Homoeopathy-186 and Yoga & Naturopathy-12). State-wise details are given at Annexure-1. Out of these, 32 AYUSH Colleges (Ayurveda-22, Siddha-2, Unani-2 and Homoeopathy-6) were established during 2007 to 2010. State-wise details are given at Annexure-2.

    There are 83 AYUSH Research Centres (Ayurveda-31, Siddha-4, Unani-22, Homoeopathy-23 and Yoga&Naturopathy-3). State-wise details are given at Annexure-3. Out of which 2 new Research Centers in Ayurveda are established during 2007 to 2010.

    (b) The allocation made and the expenditure incurred on AYUSH colleges and hospitals & dispensaries, separately during 2007 to 2010 is given at Annexure-4

    (c) & (d) Under the ongoing schemes,financial assistance is given to State Governement/UT Administration for establishing colleges, which will be processed on getting details. Further, upgradation of 9 State Government colleges and starting 3 Central Research Institutes in Yoga and Naturopathy are under process, details of which are given at Annexure-5. The Central Government has taken up digitalization of manuscripts and text books

    (e) & (f) As per available information,details of AYUSH doctors engaged under the National Rural Health Mission by the State Government/UT administration are given at Annexure-6

    IN DISTRIBUTION OF HAJ QUOTA

    (a) whether it is a fact that there have been irregularities and malpractices in distribution of Haj quota to Private Tour Operators (PTOs) in the year 2009;

    (b) if so, the details thereof alongwith the number of complaints received in this regard;

    (c) whether any inquiry was conducted into the matter;

    (d) if so, the outcome thereof;

    (e) whether there is any proposal to transfer this subject to the Ministry of Minority Affairs;

    (f) if so, the details thereof and if not, the reasons therefor; and

    (g) the details of coordination being made with different agencies in this regard?
    ANSWER

    (a) to (d): No. Quota to Private Tour Operators during Haj – 2009 was allocated strictly according to the policy framed for the matter which was widely publicized. The distribution of PTOs quota for Haj-2009 was done as per the following policy:

    (i) All the old PTOs who got quota in 2008 and had been found eligible for the year were allocated quota of minimum 50 seats provided their quota allocation during 2008 was 50 seats or more.

    (ii) Those PTOs who were applying since last three Haj seasons but no quota had been allocated to them in the previous year were allocated a quota of minimum 50 seats provided they were otherwise eligible.

    (iii) Those PTOs who were applying since last two Haj seasons but no quota had been allocated to them in the previous year were allocated a quota of minimum 50 seats provided they were otherwise eligible.

    (iv) The PTOs who had applied only in Haj 2008 and those fresh applicants who have applied in 2009 were not considered for allocation of quota for Haj-2009.

    (v) The effort was to make the distribution and release of private tour operators quota in a more rational and transparent manner by applying the policy decided by the government uniformly among the old and new Private Tour Operators (PTOs) in order to ensure that there is a healthy competition among the old and new PTOs and the Haj pilgrims travelling through PTOs have a choice. All information in this regard was made public through the websites of the Haj Committee of India & Ministry of External Affairs.

    (e) to (g): No. The Haj Committee Act 2002 has made the Ministry of External Affairs the nodal Ministry for Haj related work.
