New Delhi: Picking holes in the Lokpal bill draft submitted by the civil society, the government said Tuesday that the “country cannot afford to have a parallel government outside the government”.
“We are for an independent, investigating and prosecuting agency. We want a strong Lokpal. But we must have checks and balances on the functioning of the Lokpal,” Human Resource Development Minister Kapil Sibal told a news conference here.
He was speaking after civil society activists led by Gandhian Anna Hazare and government representative met for the last time Tuesday — agreeing to disagree on key issues.
The two sides Tuesday presented their versions of the Lokpal bill that will be presented to the cabinet, which will take a final call.
But the main sticky point was on the prime minister — should he be within the ambit of the Lokpal or not.
“We had good discussions. But we cannot have a parallel government outside the government,” said Sibal.
He sought to know who would take action if the Lokpal turned out to be corrupt.
“Can we have a parallel investigation agency outside the government, who is answerable to nobody?
Law Minister M. Veerappa Moily said that out of the 40 points, 36 were negotiated.
Listing out some features, he said the proposed Lokpal can recommend removal of government officials, have financial powers, take up suo moto complaints, wield police powers and have independent investigative powers too.
