Guwahati: A recent study shows that average asset growth of re-contesting MLAs in Assam has increased from Rs 43.4 lakhs in 2006 to Rs 1.29 crore in 2011. Assam Election Watch (AEW) has analyzed 331 affidavits of candidates contesting for 62 seats in the Phase 1 of Assam assembly elections. Out of these 331 candidates, there are 46 MLAs analyzed who are re-contesting in the first phase of Assam 2011 Assembly Elections.
This analysis is based on the affidavits filed in 2006 and 2011. It attempts to compare the assets of MLAs from the Assam Assembly, 2006 who are re-contesting in Assam Assembly Elections, 2011. Tasaduk Ariful Hussain, coordinator of AEW said, ‘looking at the rate of growth of assets of the MLAs, it is important that disclosure of source of income should be made legally compulsory. At present format of affidavit issued by the Election Commission, only declaration of assets by the candidates are compulsory, not the sources of income.’
The findings revealed by AEW in a press release on Monday March 28, 2011 are briefly as follows:
Asset Comparison of Re-contesting MLAs in First Phase of Assam 2011 Assembly Elections
Number of re-contesting MLAs analyzed – 46
• The average assets of these MLAs as declared in 2006 is Rs 43,41,194 (43.4 lakhs)
• The average assets of these re-contesting MLAs as declared in 2011 is Rs 1,29,05,281 (1.29 crores)
• Average asset growth for these re-contesting MLAs is Rs 85,64,087 (85.64 lakhs)
• Average percentage growth in assets for these re-contesting MLAs is 197%
• Top three MLAs with maximum increase in their total assets are Bharat Chandra Narah (INC) from Dhakuakhana constituency with an increase of around Rs 5.63 crores (635%). He is followed by Sri Padma Hazarika (AGP) from Sootea constituency and Sri Tarun Gogoi (INC) from Titabar constituency whose assets have increased by Rs 4.16 crores (670%) and Rs 4.03 crores (448%) respectively.
• Top three MLAs with maximum percentage increase in their total assets are Dr. Rumi Nath (INC) from Barkhola constituency. Her assets have grown by 2239%. She is followed by Mission Ranjan Das (BJP) from Karimganj North with a growth of 1279% in his assets and Rameswar Teli (BJP) from Duliajan with a growth of 1100% in his assets.
Average asset increase of re-contesting MLAs (Party-wise)
The table below provides the party-wise average assets of re-contesting MLAs. Though only 5 MLAs are recontesting from AGP, the asset increase is 1 crore while INC with 31 recontesting MLAs has an asset increase of 88 lakhs.

The table below provides the increase in assets of recontesting MLAs. The highest percentage increase in assets is that of Dr. Rumi Nath (INC) from Barkhola constituency. Her assets have grown by 2239%. She is followed by Mission Ranjan Das (BJP) from Karimganj North with a growth of 1279% in assets and Rameswar Teli (BJP) from Duliajan with a growth of 1100%in his assets.
