On the eve of world minority day MEM submitted memorandum to higher authorities

Nizamabad: On the eve of world minorities’ day, Muslim Empowerment Movement (Nizamabad unit) has submitted memorandum to the Prime Minister of India and the Chief Minister of Andhra Pradesh through district collector.

In the memorandum MEM states that Government should remove the restrictions of 1950 Presidential order and Muslims and other minorities from Schedule Caste origin should get reservation under SC status. MEM also urged the government that child should be given opportunity to learn his mother tongue. MEM also demanded separate sub-plan for minorities.



The memorandum is as follows:

The National Commission for Religious and Linguistic Minorities (NCRLM) popularly known as “ Justice RanganathMisra Commission” stated that non-inclusion of Muslims and Christians of SC origin in the SC list is a Discrimination based on Religion and goes against the Article 14,15 & 25 of the Constitution of India, and Religion must be de-linked from the Caste. The Discriminatory para-3 of the Constitution Schedule Caste Order 1950 should be Deleted by appropriate Action, But it is very Unfortunate that the Union Government has shelved this Report and makes Millions of SC Muslims and SC Christians continue to Suffer Unjustly.

The Commission (NCRLM) Recommended certain measure for the Education and Employment Backwardness for the Religious Minorities, Including Earmarking 15 % Seats in the Non-Minorities Educational Institute, and 15% Jobs should be Earmarked in Non-Minorities Institutions for the Religious Minorities with a break-up with in 15% should be 10% for Muslims and the rest 5% for the remaining Minorities Communities.

The Commission (NCRLM) suggested that the three Language formula be Implemented everywhere in the Country, making it compulsory for the Authorities to include in it the Mother Tongue of Every Child,



Among the Economic Measure Recommended, are 15% share be Earmarked for the Minorities in all Government Schemes like the Rural Employment Generation Programs, Prime Minister Rozgar Yojna, Gramin Rozgar Yojan, etc.

The Ranganath Misra Commission and Sachar Committee set up by the UPA government found that the economic condition of Muslims is worse than that of scheduled castes, and to the Muslim population of 11% in the AP state and the Rs 48,935 crore annual budget outlay, a sub-plan for minorities would work out to around Rs 5,383 crore so its high time need to give fair share to Muslims in State Budget by coming up with separate Sub-Plan of rupees 5000 crores each for BC’s and Minorities on the guideline of SC’s & ST’s Sub-Plan.

Lastly on world minority day MEM Demands to implement Misra commission report immediately without any further delay and a separate sub-plan in Andhra Pradesh state budget of 5000 crore each for minorities and BC’s, and to give SC status to Muslims and Christians of SC origin.
