Chennai: A four member team of Tamilnadu Muslim Munnetra Kazhagam (TMMK) lead by Prof MH Jawahirullah, MLA and Legislative Party Leader of Manithaneya Makkal Katchi and consisting of Mr S Hyder Ali, Former Chairman Tamilnadu Wakf Board, Mr OU Rahmatullah and Moulana Samsudeen Nasar Umari visited the riot affected areas for as well as relief camps in Muzaffar Nagar and Shamli Districts 6 days from 18 February.
The objective of the visit is to study the status of the displaced people in order to devise rehabilitation measures for the affected people. The team visited various relief camps in Muzaffarnagar and Shamli district and also the deserted villages.

On the basis of its study of the conditions prevailing in the affected areas TMMK Trust has decided to construct 100 houses for the affected people in the riot affected Muzaffarnagar District.
At the end of the visit to the affected areas Prof Jawahirullah MLA and Mr. S. Hyder Ali met the Chief Minister of Uttar Pradesh Akilesh Yadav and the Minorities Welfare Minister Mohamed Azam Khan. Prof Jawahirullah told TCN, “We met Azam Khan and on 22 February and on his intiative met the CM also coming Monday. Meeting took place in a very cordial environment and the government appeared willing to extend support to the victims. ”
Prof Jawahirullah informed TCN that he also raised the issue of reservations for Muslims, whoch was in the poll manifesto of the Samjwadi party. He said that the CM pointed out about the lacuna in the issue due to the AP HC order against reservation for Muslims in Andhra Pradesh. He said that he cited the examples of southern states of Tamil Nadu, Kerala and Karnataka where backward Muslims too get separate reservations. According to Prof Jawahirullah, UP CM had assured the TMMK delegation to do an assessment and come out with some workable options soon.

In the 45 minutes meeting with UP CM the TMMK delegation narrated their observations regarding their visit.
1. The TMMK delegation pointed out that a sizeable numbers of persons have been missing even though 6 months have elapsed after the riots. The Government should provide compensation to the families of these missing persons also. The CM told that his Government has decided to grant Rs.15 lakhs for the families of missing persons
2. The State Government has given Rs.12 Lakhs to families of those killed in the riots as well as Rs.5 Lakhs to the displaced families. The TMMK delegation requested to enhance the compensation. The CM said that his Government has decided to enhance the compensation to the families of killed persons to Rs.15 Lakhs.

3. The TMMK delegation requested the CM to withdraw the Government Orders issued (1181K/chha/sanipra.13-15 (24)2013 dated 26-10-13 and 1243K/chha/sanipra.13-15(24)2013 dated 25-10-13) wherein it is stated that those who receive the compensation should not go back to their original dwellings.
4. The TMMK delegation asked the CM to take firm action against the instigators as well as the culprits and district officials responsible for the unprecedented riots against the Muslim community in Muzaffarnagar, Shamli and Baghpat Districts

5. In some villages wherein less than 50 families have been uprooted these families have not received the compensation. The TMMK delegation requested the UP Government to provide compensation to these families also. Mr. Azam Khan said the Government will conduct a study in this regard and will do the needful.
6. The TMMK team requested that the Government takes special measures to instil confidence in the riot uprooted Muslims so that they could return back to their original homes. It suggested that a special IPS officer in the rank of DIG who should be posted to oversee their security welfare in the 3 affected Districts by deploying central paramilitary forces for a considerable period until normalcy returns to the fullest extent.

7. The affected people as well as Muslims in these 3 districts are socially and economically backward. Pointing out that the Samajwadi Party is committed for social justice the TMMK delegation appealed to the UP CM to provide exclusive reservation for Muslims of UP as well as special empowerment package for the socio educational progress of Muslims. The TMMK delegation also presented the CM with relevant Government Orders of Tamilnadu, Karnataka and Kerala where reservation for Muslims are implemented without legal hurdles. The UP CM promised to study the documents presented in this regard.
