Sitaraman asks CMs to implement boilers inspection scheme

New Delhi : Commerce Minister Nirmala Sitharaman has written to all state chief ministers to implement the self-certification scheme for inspection and certification of boilers under the provisions of the Boilers Act, 1923, the commerce ministry said in a statement here Monday.

“Towards this end (of radically improving the ease of doing business in the country) it is our view that self-certification and third-party certification needs to be introduced in boiler,” Sitaraman wrote.

Boilers figure in the concurrent list of the constitution, while the Indian Boilers Act, 1923, was enacted with the aim of safeguarding lives and property from the danger of steam boiler explosions, and for achieving uniformity in registration and inspection during operation and maintenance of boilers in the country.

The commerce minister mentioned that Gujarat has introduced a “Self-Certification-cum-Consolidated Annual Return” scheme, which seeks to minimize unnecessary harassment to industrial establishments while ensuring a more effective system for compliance with labour laws.

Similarly, Madhya Pradesh has also “also eased inspection of boilers of less than 1000 sq m heating area”, she said.
