EU amends regulation on restrictive measures against Al-Qaeda, Taliban

Brussels : The European Union announced here Tuesday the amendment of regulations imposing certain specific restrictive measures directed against persons and entities associated with Osama bin Laden, the Al-Qaeda network and the Taliban in order to ensure respect of fundamental rights.

A statement by the EU Council of Ministers said the amendments are aimed “to provide for a listing procedure ensuring that the fundamental rights of defence and, in particular, the right to be heard are respected.” “The revised procedure includes providing to the listed person, entity, body or group the reasons for listing as transmitted by the UN Al-Qaeda and Taliban Sanctions Committee, so as to give the party concerned an opportunity to express their views on those reasons,” it noted.

The EU statement referred to a ruling by the European Court of Justice last year in favour of Saudi businessman Yassin Abdullah Kadi and Al-Barakaat International Foundation, based in Sweden.

They were designated by the Sanctions Committee of the United Nations as being associated with Usama bin Laden, Al-Qaeda or the Taliban.
