New Delhi : A day before Prime Minister Manmohan Singh meets his Chinese counterpart Wen Jiabao in Bali, India has indicated that the second stage of firming up a framework for delineating the border is proving to be the “hardest” part of the three-stage process.
The second stage of the boundary talks between the special representatives of India and China to resolve the long-pending border dispute is perhaps the hardest to implement, official sources said here Thursday.
“The framework is going to be the hardest part of the negotiation,” the sources said.
The boundary dialogue is a three-stage process. The special represenatives of the two sides have completed the first phase of talks, and are now in the second and critical stage of evolving a framework that will be the basis of the actual delineation of the border on the map, the third and final stage of negotiations.
China’s Vice Foreign Minister Dai Bingguo and India’s National Security Advisor Shivshankar Menon will meet Nov 28-29 in New Delhi for what will be the 15th round of boundary negotiations.
