APSHRC has made this move after receiving a petition from Advocate Ghulam Rabbani who complained to the commission that state police is harassing innocent Muslim youths in the name of investigation.

Advocate Ghulam Rabbani also gave example of how Mecca Masjid blast conspiracy case acquittals were kept in illegal detention for interrogation by the police. He stated to the commission that police is indulging in harassing same usual suspects even after providing them good character certificate in earlier acquittal case.

Petitioner Advocate Rabbani also alleged that police is not following proper rules and norms of interrogation by keeping many innocent Muslim youths in illegal custody thus mentally harassing them.

SHRC taking cognizance of the complaint asked DGP to ensure fair and unbiased investigation in the bomb blast case and to refrain from targeting a particular community. SHRC issued notice to the DGP office to file its reply to the commission members before 1st April.
