Rules Set for Kenya Govt, Opposition

Nairobi : The rules for negotiations between the Kenyan government and opposition were established in this capital and delivered to both parts by the mediation team amid growing violence.

The document warns that the agreements should be complied with and established four key points: an agenda for mediation, terms of reference, moderation in talks and a calendar for the dialogues.

Both the forces of Kenyan president, Emilio Mwai Kibaki and opposition leader, Raila Odinga are expected to deliver their considerations of the text.

African personalities, including former UN secretary general, Kofi Annan, traveled to Nairobi to find a solution to the conflict.

The Kenyan Red Cross, for its part, expressed concern over the disastrous situation of the population in the country and warned of the difficulty of that organization to offer assistance to the increasing numbers of persons requiring aid.

Abbas Gullet, secretary general of the institution, affirmed that the barriers set up by gangs make delivery of resources difficult in certain regions.

“The situation is increasingly out of control and I do not know what will happen if drastic measures are not taken,” he said.

The number of deaths continue to rise, while at least 20 persons reportedly died and several homes were burned down with the start again of violence in the Naivasha locality.

Confrontations last weekend in the Nakuru western region resulted in 82 dead.

More than 700 persons have lost their lives in Kenya and 250,000 were displaced since last December 17 after the Orange Democratic Movement headed by Odinga challenged the elections saying they were rigged.
