MEM submitted memorandum to Nizamabad district collector on Minorities Welfare Day

Hyderabad: Andhra Pradesh Government declared the birth anniversary of Maulana Abul Kalam Azad as Minorities welfare day on the eve of his 125th birthday.

Muslim Empowerment Movement (MEM) unit of Nizamabad district has submitted a memorandum through District collector Christina Z. Chongthu, to the Prime minister of India, union minority affairs ministry, and chief minister of Andhra Pradesh on the implementation of the recommendations made by Ranganath Misra Commission.

The district convener of MEM Abdul Ghani submitted the memorandum along with other MEM activists, the memorandum states.

On this day of minorities we would like to bring your attention to minorities’ rights crippled by the 1950 presidential order debarring them on grounds of their religion for 62 years.

The constitution (scheduled castes) order 1950 restricted scheduled caste status to schedule castes professing Hinduism only, later this order was amended twice to extend SC status to Dalits who embraced Sikhism and Buddhism. Muslims and Christians of SC origin have been denied their SC rights for the last 62 years.

The National Commission for Religious and Linguistic Minorities (NCRLM) popularly known as “Justice Ranganath Misra Commission” stated that non-inclusion of Muslims and Christian of SC origin in the SC list is a discrimination based on religion and goes against the article 14, 15, and 25 of the constitution of India and religion must be de-linked from the caste.

But it is very unfortunate that the union government has shelved this report and makes millions of SC Muslims and SC Christians continue to suffer unjustly.

The national commission for religious and linguistic minorities (NCRLM) further recommended that as the constitution guarantees freedom of consciences and religious freedom as a fundamental rights, once a person has been included in SC list, a willful change of religion on his part should not affect adversely his or her SC status, as a change of religion does not alter the socio-economic status of Dalits.

The commission (NCRLM) has recommended certain measures for the Educational and Employment backwardness for the religious minorities, including earmarking 15 per cent seats in the non-minorities educational institutions and 15 per cent jobs should be earmarked in non minorities institutions for the religious minorities with a break-up within 15 per cent should be 10 per cent for Muslims and the rest five per cent for remaining minorities communities.

The commission suggested that the three language formula be implemented everywhere in the country making it compulsory for the authorities to include in it the mother tongue of every child.

Among the economic measure recommended, are 15 per cent share be earmarked for the minorities in all government schemes like the Rural Employment Generation Programs, Prime Minister’s Rozgar Yojna and Gramin RozgarYojna.

On the eve of Andhra Pradesh minorities’ welfare day make the following demands:
1- To extend the Schedule Caste Status to the Religious Minorities of Schedule Caste Origin by which the Political, Economic, Security and Development Privileges accorded all Citizens by the Constitutions of India.
2- Table (NCRLM) Justice RanganathMisra Commission Report in the Parliament with ATR (Action Taken Report) and implement all its recommendations without any further delay.
3- The AP Government Review the budget allotted to minorities -Increase its share in the 12th five year Plan, Stringent the Disbursement Mechanism of Budget and all the Schemes so the entire Allotted Budget/Schemes is get Utilize for the Minorities Communities
4- Table the Communal Violence Bill, in the House of the Parliament Immediately in order to stop the Recurrence of the Barbarous Acts like Gujarat Riots, the aftermath of Babri Masjid Demolition, Assam Genocide, etc on the Minorities of this Country which have Outrage the Conscience of Humanity.
5- Justify Unlawful Detentions, Illegal Arrests, Custodial Violence and Deaths, Encounters Deaths, Atrocities, Rape and Murder, Sexual Harassments and Indignity to Women’s; innocent who has been Falsely Implicated in the Communal Riots across India.
