Alleged use of third degree torture in police lockup

Jammu : The Jammu and Kashmir State Accountability Commission today issued notices to the Shakti Pathak, Addl SP Jammu Rural and U S Wazir Incharge Police Post Chinore in two separate complaints filed by alleging police torture and illegal confinement.
The complaints have been filed by Prabhakar Singh son of Lakshaman Singh of Kot Jammu and Ghulam Rasool son of Muhammad Ali alleging use of third degree torture by the accused officials in police lockup.
After hearing the counsel for the complainants, the commission comprising Justice G L Raina (Acting Chairperson) and Justice Muzaffar Jan (Member) directed that the notices be served upon the respondents Shakti Pathak and U S Wazir. The commission further directed that the
notices be served through DIG Jammu who shall nominate an officer not below the rank of an SP to serve the Notice upon the respondents.
Complainants alleged that they have faced the worst human rights violations at the hands of the respondents, who out of revenge and malafide used third degree torture on the duo.
The complainant further alleged that they had approached the court of law against the officials for beating them (complainants) mercilessly, which further agitated the police officers.
To pressurize, harass and under gross misuse of powers, to teach a befitting lesson to the complainants, the accused SP allegedly came to the house of Prabhakar Singh at about 9.30 PM and started beating both the complainants, the petition alleged adding, that the duo was lodged in Police Post Chinore, while as the house falls under the jurisdiction of Ghrota Police Station.
Both of them were handed over to the Incharge Police Post Chinore U S Wazir who registered a false FIR u/s 510 RPC, at about 1.30 AM (midnight) as per copy of the FIR sent to the Court, and kept both of them in confinement, the complainants further alleged.
One of the complainant alleged that one of his eye been damaged in the Police beating and same needs an immediate probe and action against the erring cops.
