DySP of Budhana in Muzaffarnagar, Shailendra Lal, and circle officer of Chandpur in Bijnore, Nirmal Kumar Bisht, were suspended with on June 10, for ‘dereliction of duty’ and laxity and lack of foresight in dealing with cases of crime against women in their respective districts on the orders of Home Secretary Vishal Chauhan.

In a petition filed on July 7 at the Apex Court, however, Shailendra Lal has alleged that he has been suspended as he was probing the riot cases and also worked

He writes, “Since the petitioner was closely monitoring and working to diffuse the riot situation in the western Uttar Pradesh in coordination with the other forces, it was incumbent on the present petitioner to discharge his official obligation to nab the culprits, whatever high connections and affiliations they are having…Since the gravity of the offences committed were so serious that it involved an organized group / sect, where there are large number of high profile politicians shielding them it was all their endeavor to pressurize and coerce the police forces to down grade their morale and to avoid the police action to rescue and escort the real accused and culprits.”

“In many situations police forces faced not only stiff resistance but also faced brutal assault leading to defensive situation where arms and ammunition were used to diffuse the situation,” he alleges, adding, “In Muzaffarnagar criminal elements are having political hobnobbing to such an extent that they can cause irreparable loss to the life and liberty of the petitioner and his family members.”

He points out that he was working under the directive of the honoruable Supreme Court and that even the National Commission for Minorities had appreciated his actions and recommended his name “for acknowledgement and appreciation.”

The suspended Cop has directly accused the Union Minister of State for Agriculture and Food Processing Sanjeev Baliyan and Muzaffarnagar MP Sanjeev Baliyan for “direct intervention and threat.” He alleges that he has been suspended due to intervention of Baliyan, and hence he feels a “sense threat to life and liberty at large.”

Baliyan is an accused in the 2013 Muzaffarnagar riot case for attending the Mahapanchayat and giving instigating speeches.
