In a telegram addressed to Prime Minister
Manmohan Singh and later released to the Press here Monday, IUML president demanded,
"(The) report of Justice Ranganath Mishra Commission on Religious and Linguistic
Minorities be placed on Parliament Table and released to public without further
delay lest it should fall victim to current political developments and it be
remembered that establishment of commission and welfare measures including
reservation in education and employment for minorities are Government Common
Minimum Programme items."

Banatwala further noted, "The Justice
Ranganath Commission has submitted its report to the Prime Minister on 22 May 2007. As per press reports, the Commission has inter alia recommended
15% reservation for minorities in jobs, education and government schemes. Of these
15%, it has been recommended that 10% be reserved exclusively for Muslims. This
10% is commensurate with 73% share of Muslims in the total minority population
at the national level, the Commission has said."
