Rome : UN Secretary-General Ban Ki-moon arrived in Rome Tuesday for the second day of an international conference to help Afghanistan establish a functioning rule of law.
Afghan President Hamid Karzai had already met Italian Prime Minister Romano Prodi Monday, as politicians and experts from all over the world continued to gather, including NATO Secretary-General Jaap de Hoop Scheffer.
The conference is due to discuss possible ways of strengthening governance and establishing a functioning rule of law in Afghanistan after years of violence, while possible financial aid to the Afghan government was also on the agenda.
Italy intended to give the Afghan government 10 million euros ($14 million) towards building up its legal system, the Italian foreign ministry said.
According to the European Union's external relations commissioner Benita Ferrero-Waldner, the EU commission was planning to support Afghanistan's legal reform with some 200 million euros over the next few years, Ansa news agency reported.
"Without justice and constitutionalism it is difficult to guarantee security, stability, economic development and human rights," the Foreign Ministry in Rome said.
