Blance Gobenciong, regional director of the Office of Civil Defence, said rescuers had been dispatched to the accident site in Placer town in Surigao del Norte province, 765 km south of Manila.

She said that rescuers have recovered three bodies buried inside the tunnel.

She added that continuous heavy rains starting Saturday until early Monday might have loosened the soil and caused the tunnel to collapse.
