However, permission is awaited from the president to allow her to build a house in this high security zone near the Retreat some 15 km uphill from here.

A visit to the spot has confirmed that a two-kilometre winding road has been freshly built in place of the original mule path.

Shimla District Magistrate Tarun Kapoor said Wednesday: “Priyanka hasn’t been given permission to construct a house so far. I am not aware that a road has been built to this patch of land. We are investigating.”

Some months ago, the Himachal Pradesh government gave permission to Priyanka Vadra to purchase a 4.5 bigha (about 1 acre) piece of land near the Retreat.

Only residents of Himachal Pradesh are allowed to purchase land in rural Himachal by law.

Officials say that Sonia Gandhi’s daughter recently wrote to the president and the home ministry seeking permission to construct a house near the Retreat citing security reasons.

Priyanka Vadra has been visiting the area over the years.
