As the commissioner of state excise department during 2003-2005, Arora allegedly waived off a penalty of more than Rs.3 million imposed on Shakti Sugar Private Limited, officials said.

During a scarcity of rectified spirits in the state, Arora allegedly issued a no objection certificate to the same firm for sale of 97 tanks of load spirit.

The vigilance department last year had arrested another IAS officer Vinod Kumar, former managing director of Orissa Rural Housing Development Corporation (ORHDC) and registered 10 cases of amassing wealth disproportionate to his known sources of income.
