“One cannot deny that there was a laxity on the part of our intellegence agencies. There was a warning of the attack but that was of a more general kind. The whole system needs to be overhauled and right people should be put in the right place,” Lalu Prasad told reporters.

“Prevention is better than cure. Our intelligence failed to prevent it,” he said.

“However, this is not the time for allegations and counter-allegations. Everybody has a role to play in the system and people need to be responsible. We need to come together at this moment and think of improving it rather than putting blame on each other,” the minister said.

“Also, our intellegence system requires more funds. The intellegence and security system has to be better equipped. We need good security equipment,” Lalu Prasad said.

At least 183 people, including 22 foreign nationals, were killed in the multiple terrorist strikes in Mumbai, beginning Wednesday night.
