Speaking to reporters after an urgent meeting of the Arab foreign ministers Sunday, Al-Muallem said he discussed with Arab League Secretary-General Amr Moussa the preparations for the summit.

Speaking about Lebanon, the top diplomat said they have agreed to agree on whatever the Lebanese people agree upon. “Without the principle of partnership and consensus, there is no resolution in Lebanon,” he said.

The Arab foreign ministers agreed earlier Sunday to a three-phase plan calling for the election of Army Chief Michel Suleiman as a new president for Lebanon, the formation of a new national unity government, and starting a process for reforming the election law.

Al-Muallem said the “solution is in Lebanon, not a Syrian, not a Saudi, not a French nor an American. The solution is in the hands of the Lebanese and through a consensus … .” The role of Arabs, he said, was to facilitate the inter-Lebanese consensus.

On his meeting with Saudi Foreign Minister Prince Saud Al-Faisal, Al-Muallem said there was a genuine opportunity to jump-start the inter-Arab action.

The Syrian foreign minister said his country did not regret participating in the Annapolis conference.
