Interior Minister Alfredo Perez Rubalcaba said 12 of those held were Pakistani nationals and two were Indians. The group had been “very well organised” and had already assembled bomb-making material.

Small quantities of explosives and four timers were found during search of five apartments. However, there was no indication of any imminent attack having been planned.

Police action had been prompted by warnings from other intelligence services, he said.
