The report which will be discussed on Monday 17 March indicated that 359 people out of the 668 killed were not involved in hostilities at the time they were killed.

Of those killed, he added, 126 were minors, 361 killed by missiles fired from helicopters, and 29 targeted for assassination. John Dugard added that that 290 Palestinians were killed in Gaza in 2007.

Dugard said 90 percent of the population of Gaza is dependent on food aid from the United Nations Agency for Palestine Refugees in the Near East (UNRWA).

And accordingly, he added, that 80 percent of the population in Gaza live below the official poverty line. He stressed that Israel’s siege of Gaza violates a whole range of obligations under both human rights law and humanitarian law.
