The European leaders must make their commitment official so that on March 2009 laws related to the 20 percent reduction of carbon dioxide emissions for 2020 can be put into practice.

In addition, community officials wish to increase the use of renewable electric energies (wind, sun, water and waves) 20 percent by the same year.

European Commission President Jose Manuel Durao Barroso considered that what the bloc does in that sense could stimulate other countries, such as the US, to better use of renewable energy.

In addition the Summit should aim for the French initiative of creating the Mediterranean Union, a subject that tends to divide the regional bloc, since several nations consider it will create subdivisions.

The project boosted by French President Nicolas Sarkozy includes forms of leadership different than those of EU, where most of the decisions are adopted by consensus.

The European meeting will also debate the so-called strategy of Lisbon, related to the economic development of the zone and issues on the extension of the bloc, with the evaluation of countries like Croatia.
