Mexico : National Human Rights Commission President Jose Luis Soberanes rejected US conditioned terms to grant Mexico aid to fight drug traffickers and their widening violence.
Soberanes talked about the agreement of US Senate, which imposes legal modifications to Mexico to control the behavior of its army and police forces, which will have to be verified by US embassy here.
The Ombudsman indicated that decision affects the sovereignty of Mexico because US Senate does not have jurisdiction to decide in Mexican territory.
Any proposal must be negotiated between both countries, but taking into account Mexican legislation and not only the one from another nation, he emphasized.
Otherwise, he stressed, it would represent to accept that, in exchange for 350 million dollars, initial amount for the quota of the funds planned for the purchase of arms and payment of US consultancy, a unilateral imposition of conditions takes place.
The resolution approved by US Senate generated several protests of local legislators and political leaders, as journalistic commentaries, considering it interference in Mexican domestic matters.
