“Based on a complaint filed by an NGO, Real Cause, which has raised questions about the encounter being carried out, NHRC has issued notice to the Delhi Police Commissioner asking him to submit a report on the same. The NGO has raised doubts that the encounter may be fabricated,” a NHRC official said.

Two alleged terrorists, suspected to be involved in the Delhi bombings Sep 13, were killed during a shootout with the police Sep 19. While two others escaped, one was arrested by the police.

Delhi Police inspector M.C. Sharma also lost his life in the shootout.

According to Kamran Siddiqui, chairperson of the NGO, there are enough reasons to believe that the shootout was fake.

“Eye witness accounts point that the encounter may be fake. There are just too many questions which need to be answered like how did the two alleged terrorists escape when there was such heavy security,” he asked.

The NHRC issued the notice on Tuesday. It has given the police chief two weeks to file the report.
