The CBI arrested two people and a tout, employed in the Indian Army, June 5. Another army soldier involved in the scam was also arrested, a CBI statement issued here said.

While the two army men are in judicial custody till July 1, the other two are in judicial custody till June 22, the statement said.

According to the CBI, the agency received a tip-off from its Jaipur branch that two people were going to Delhi June 4 on the Jodhpur-Delhi-Mandore Express with a large amount of cash. They were to give the cash to a tout for facilitating selection of their candidates for the posts of railway ticket collectors.

“A team of officers from CBI’s Jaipur branch intercepted the two persons… the amount of Rs.600,000 was recovered from their possession. On questioning, they disclosed that they had collected the money from other candidates as well and this was to be delivered to the tout. The place to meet this tout was to be decided after reaching Delhi Cantt (railway station),” according to the statement.

The tout was arrested after the two were made to contact him as scheduled. The tout was found to belong to the Indian Army and is a native of Ballia in Uttar Pradesh.

Another soldier – a craftsman in Corps of Electrical and Mechanical Engineers (EME) – was arrested June 8.

“This person and the tout allegedly left the so-called ‘new recruits’ in the lurch after a month or so,” the statement said.

Initial investigations revealed that cash amounting to Rs.1.8 million was deposited in the tout’s two Delhi bank accounts. The racket is also believed to have spread across Bihar, Uttar Pradesh, Rajasthan and West Bengal.
