Unlike their Lok Sabha counterparts, the Muslim Members of Rajya Sabha – the Upper House of Indian Parliament – have spent large chunk of the fund under the Member of Parliament Local Area Development Scheme (MPLADS). They have spent 84.74% of the fund.
Two among Muslim Rajya Sabha MPs spent even more than 100% of the fund. However, here are also some zero performers. Yet, their cumulative performance is far better compared to that of Muslim Lok Sabha Members who spent just 17% of the fund in the year 2009-2010.
There are 27 Muslim Members of Rajya Sabha drawn from 14 states. At No. 1 among them, in the matter of spending of MPLAD fund, is Mohammed Amin from West Bengal. Amin, who hails from Murshidabad in the state, has spent 100% rather more of the fund released to him since he was elected to the House.
Under the MPLAD scheme, each Rajya Sabha MP (and Lok Sabha MPs also) has power to suggest to the District Collector for works to the tune of Rs.2 crore per annum to be taken up in his/her constituency. While Lok Sabha MPs suggest work for their Lok Sabha constituencies, Rajya Sabha MPs can suggest work for anywhere in the state from where he was elected to the House. The MPLAD scheme was started in 1993 with Rs 5 lakh for each MP, later it was increased to Rs 1 crore (1994-95 till 1997-98). From 1998-99 onwards the amount has been fixed at Rs 2 crore.
Unlike in the case of Lok Sabha MPs for whom the Union Ministry of Statistics and Programme Implementation, the nodal Ministry for MPLADS, provides year-wise data, for Rajya Sabha MPs it offers data for the entire period – from the year the person was elected till date.
The Central Government has released an amount of Rs 210.05 crore for the present Muslim Rajya Sabha Members – some of them are in the House for 15 years. Of the amount, Rs 178.72 has been spent, that is 84.74%.
The ministry says that against the entitlement amount of Rs 8 crore, Rs 5 crore has been released for Rajya Sabha MP Mohammed Amin. With interest the amount increased to Rs 5.12 crore. The MP has so far recommended expenditure of Rs 6.81 crore but Rs 5.60 crore was sanctioned and actually Rs 6.01 crore has been spent. So the percentage of utilization over the released fund is 120.20% in Amin’s case.
There is one more MP who has spent more than 100% of the released fund. He is Amir Alam Khan from Uttar Pradesh. Hailing from Muzaffarnagar, Khan has spent Rs 9.95 crore against the released amount of Rs 9 crore. With 110.56 percentage of expenditure over the released fund, Khan is at No. 2 among 27 Muslim Rajya Sabha MPs.
Similarly, for Ahmed Patel’s constituency, the government has released Rs 25.05 crore in the last 15 years (Patel is Member of Rajya Sabha for 15 years). He has spent Rs 24.81 crore that is 99.04% of the released amount.
Among the top five performers are Tariq Anwar from Maharashtra (99.25%), Ahmed Patel from Gujarat (99.04%) and A A Jinnah from Tamil Nadu (99%).
However, there are some zero performers among Rajya Sabha MPs also. While there were 9 Lok Sabha MPs who spent not even a rupee under MPLAD, there are 3 Rajya Sabha MPs – one of them union minister – who spent zero. They are Ghulam Nabi Azad, Mohd Shafi (both from J&K) and Parvez Hashmi (Delhi).

The MPLAD scheme empowers MPs to recommend works of developmental nature for creation of durable community assets and for provision of basic facilities including community infrastructure, based on locally felt needs. Funds for MPLADS, a centrally sponsored scheme fully funded by the Central Government, are released in the form of Grants-in-aid directly to the District Authorities.
According to the rules, works, developmental in nature, based on locally felt needs and always available for the use of the public at large, are eligible under the scheme. Preference under the scheme is given to works relating to national priorities, such as provision of drinking water, public health, education, sanitation, roads, etc. moreover, MPLADS works can be implemented in areas affected by natural calamities like, floods, cyclone, earthquake, drought, Tsunami, etc.
