New Delhi: Union Minister for Minority Affairs Salman Khurshid will inaugurate a two-day Orientation Workshop for the National Level Monitors (NLMs) empanelled for monitoring various schemes of the Ministry of Minority Affairs here on 8th July. The workshop has been organized in collaboration with National Productivity Council (NPC). The Ministry has entrusted the process of monitoring of the implementation of its various schemes to NPC.
The monitoring exercise was initially undertaken for a period of one year based on an MOU signed between NPC and the Ministry of Minority Affairs on 4th December 2009. The NPC is monitoring the implementation of schemes at the district level with the help of a team of National Level Monitors (NLM). On the successful completion of the first phase of monitoring, the Ministry of Minority Affairs entrusted the Second phase of the monitoring exercise also to NPC after renewing the MOU for an additional year starting from 4th December 2010. By June 2011, NPC has completed deployment to 129 districts and summary Monitoring Report has also been submitted to the ministry.
The NLMs are empanelled after a nationwide advertisement and subsequent selection and training. Once deployed, the NLMs work in close co-ordination with District Authorities and other officials who are involved in implementation of various schemes of the Ministry of Minority Affairs. The NLMs are required to interact with both implementing agencies as well as beneficiaries to find out the problems associated with implementation. The NLMs are required to monitor the implementation of all the following seven schemes of the Ministry separately:
(1) Pre matric Scholarship Scheme
(2) Post matric Scholarship Scheme
(3) Merit cum Means based Scholarship
(4) National Minorities Development and Finance Corporation
(5) Maulana Azad Education Foundation
(6) Multi Sectoral Development Programme
(7) Free Coaching and Allied Schemes.
By 25 January 2011, the ministry has deployed one National Level Monitor in each of 90 Minority Concentration Districts across the country. Very interestingly, just six of the 90 monitors are from the Muslim community. They are:
