Ram Jee Singh Kushvaha told Central Bureau of Investigation Special Judge O.P. Saini that after he raised doubts at a meeting he was informed Aug 25, 2008, that he had been transferred to the regional licensing Office at Ghitorni in south Delhi.

Testifying as a CBI witness, Kushvaha said he had raised the issue of clarity in a meeting Aug 22, 2008, which was held with then telecom secretary Siddharth Behura, an accused in the case, and three other officials.

Kushvaha was then working as joint wireless advisor in the Department of Telecommmunication (DoT) wireless planning and coordination (WPC) wing.

“In case of new UAS (unified access services) licencee, the date of receipt of complete application in WPC wing was to determine seniority of such new UAS licencees,” the witness deposed.

He said he had raised the issue of inter se priority to find out as to how the inter se seniority between the dual technology licencees and the new UAS ones would be determined.
