New Delhi : The power ministry has taken various measures for implementing the recommendations of the enquiry committee on the grid collapses in July last year.
Power Minister Jyotiraditya Scindia Thursday informed parliament in a written reply that these steps included third party protection audit (TPA) of sub-stations, introduction of congestion charges in cases of line outages by state transmission utilities (STUs) and tightening of frequency band from 49.5-50.2 Hz to 49.7-50.2 Hz.
The other measures include corrective action by Power Grid Corp (PGCIL) to renovate and upgrade their system, installation of optic-fibre network between all substations of PGCIL for advanced real-time communication, preparation of islanding schemes in different states for sustained supply in emergency and coordinated outage planning of inter-state and inter-regional transmission elements
The Enquiry Committee found that the grid disturbances that in July 2012 occurred due to the combination of factors like weak inter-regional corridors due to multiple outages, high loading of available links and loss of the 400 KV Bina-Gwalior link.
Overdrawing of electricity beyond the allocated quota was cited as one of the reasons for the grids failure that affected more than half the country’s population.
Measures such as frequency-based automatic load-shedding schemes, system protection schemes and frequency control through governor mode of operation by the generating companies are already in place to prevent grid outages and power swings, the Power Ministry had said earlier.
