New Delhi: Oklha MLA Amanatullah Khan raised the issue of incarceration of Muslim youth in name of terror in Delhi assembly in his maiden speech on Friday.

He said that in a time bound manner hundreds of youths incarcerated in different jails, must be tried in courts of law and if founded guilt should be prosecuted in public. He, however, urged that those Muslim youths who have been fabricated should not only be released, but after their acquittals they must be given proper compensation and jobs in government.

Aaam Aadmi party (AAP) MLA represents the Okhla constituency under which falls the Jamia Nagar, one of the biggest Muslim localities in Delhi. The area particularly came into news in 2008 after the infamous Batla House shootout in which three alleged Indian Mujahideen terrorists and Inspector MC Sharma were killed. Three more youths were picked up in connection. All of them were accused of involvement in several blasts across the country.

Khan said that although the locality has one of the highest concentrations of educated Muslims and also has the central university of Jamia Millia Islamia, but the locality is more famous due to Batla House because of the encounter. Giving details of the incident he said that whenever an encounter takes place, there are set principles of the National Human Rights Commission, and the Apex Courts of proper investigations. But such procedures are never followed when an encounter involves Muslim accused.
He also talked of Mohd. Ammir Khan, who was illegally detained for over a week before producing him in court in 1998 and was accused of involvement in 19 terror cases, before he was finally acquitted after 14 years in jail.

He said those youths who are acquitted after years of incarceration, should be hanged in public if found guilty, but if they are found innocent then they must be given adequate compensation and government jobs for the loss they re forced to suffer.

Reminding that there are several cases where police come in plain clothes and illegally detain Muslim youth, Khan also demanded actions must be taken against those police officers who are involved fabricating cases against them. He reminded that from Okhla alone about 15 to 20 youths have been arrested in several terror cases, creating fear among them as well as their families, who get worried if their son goes out.

Amanatullah Khan won the Delhi assembly election from Okhla in 2014 for the first time on AAP ticket. He emerged as a popular activist in the locality particularly after 2008 as he was seen at the forefront every time police came to arrest or detain anyone in the locality after the 2008 ‘encounter.’
