Sayeed took over as the chief minister of the state on March 1.

The Unified Headquarters is the top security grid in the state that functions under the chief minister to create synergy and coordination among various security agencies while carrying out anti-militancy operations in the state.

Sayeed said at the meeting that there should be no laxity in carrying out anti-militancy operations, but these must take place with zero tolerance against human rights violations.

The chief minister said the basic aim of security is to free the hearts and minds of the people from fear and it needs to be ensured that no action is taken that results in creating any distance between the people and the security forces.

Thursday’s meeting has taken place in the backdrop of the release of Masrat Alam, a fiery separatist.
