Delhi: A two-member team of National Commission of Minorities (NCM) comprising its Chairman Naseem Ahmad and Captain Praveen Davar, Member, NCM had visited village Dingerheri , District Mewat to look into the incident of murder of a Muslim couple and gang rape of two young Muslim women. The tour report of the NCM team, which can be read in full here, has also been sent to the Haryana CM and confirms the role of Gau Rakshaks in the Mewat double gang rape.
“The incident has shaken the people of the area and there is lot of resentment, especially among the Muslim community, partly due to the allegations that the culprits were gau rakshaks. There is a need to convey a clear message that culprits of such heinous crimes would not be spared. Such a step is more relevant in context of the Mewat district,” the report says.
The NCM, however, said people at the crime spot told them that the rape victim had stated that the accused persons had confronted them about whether they ate beef. “But this fact has been omitted from the statement recorded under Section 164 of the CrPC and that the accused persons were Gau rakshaks,” said the panel, quoting locals.
“The role of police in handling the case is also being widely criticised. Although the state government transferred the case to the CBI, since law and order is the state subject, the government is well advised to take steps to promote communal harmony and restore people’s confidence in the functioning of the police.”
Four people have been arrested in this case, the NCM confirmed.
“The Deputy Commissioner, Mewat, informed us that he has already received a sum of Rs 45 lakh from the state government for giving compensation at double the rates recommended by him as per extant government instructions. Thus, each rape victim and kins of the dead will be given Rs 10 lakh each, while one seriously injured person will get Rs 2 lakh, and the remaining three injured persons will get Rs 1 lakh each,” the commission said in its report.
Recommending a number of measures, the NCM also said that while the case has been transferred to the CBI, “the state authorities should coordinate with the CBI to ensure quick completion of investigation in the case by the latter. This will go a long way in restoring the confidence of the people of the area in the functioning of police.”
