Kerry “conveyed his condolences on the Uri terrorist attack, offered full cooperation, and complimented India for its decision to ratify the Paris Climate Change Agreement,” according to sources.

The September 18 terror attack on an Indian Army camp in Uri in Jammu and Kashmir left 18 Indian soldiers dead. The attack has led to a marked downslide in bilateral relations.
