Hamdard Study Circle to have branches in districts

New Delhi: To increase representation of the Muslim community in civil services in the country, Hamdard Study Circle has proposed with the cooperation of local influential Muslims to establish Hamdard Study Centers in District Headquarters and important cities of India.

“With a view to “catching them young” it is envisaged to select brilliant young Muslim boys and girls in the very first year of their studies in the colleges and to groom, encourage and prepare them for taking up the Civil Services as a serious career option,” says Hamdard Study Circle officials.

The Study Circle would provide academic inputs in the form of study materials, question papers and guidance with the help of Internet facility to be made available at these centers. Hamdard Study Circle has already sent its representatives to some District Headquarters in East and West UP and to Hyderabad. The response of the community is overwhelming. This may prove to be a revolutionary step and a turning point.

Hamdard Study Circle (HSC) was founded in 1992 by the Founder of Jamia Hamdard Janab Hakim Abdul Hameed Sahib with the active assistance of Mr. Saiyid Hamid, IAS (Retd.), former Vice Chancellor of AMU, Aligarh and presently Chancellor Jamia Hamdard to coach the young aspirants for competing in Indian Administrative Services (IAS) and other high-end services.

The Circle functioning under the aegis of Hamdard Education Society is headed by its Director Prof. Saiyid Aftab Ahmad Zaidi, M.Sc. (Alig.), Ph.D. (Toronto), F.N.A.Sc., Former Dean Faculty of Science and Director Academic Programmes, AMU. HSC has been ceaselessly trying to improve the percentage of success of Muslim candidates in the Union Public Service Commission (UPSC) Civil Services Examination. So far, Hamdard Study Circle has been successful in placing 231 candidates in various Higher Civil Services of the country.

Based on the results of the written part of the Examination, held by UPSC in October-November, 2008 and the interviews for Personality Test held in March-April, 2009, a total of 791 candidates have been recommended for appointment to the Indian Administrative Service; Indian Foreign Service; Indian Police Service and Central Services, Group ‘A’ and Group ‘B’.

A total of 1,67,035 candidates appeared for the Preliminary examination and 11,849 candidates qualified for the Main written examination held in October-November, 2008. Finally, 2140 candidates were selected for the Personality Test conducted in March-April, 2009. The successful candidates include 625 male and 166 female candidates.

It is heartening to inform that 19 candidates out of 30 candidates from HSC cleared the preliminary Examination 2008. Sixteen candidates out of 35 coached at HSC cleared the Main Examination 2008. At HSC thirty-two candidates were coached for the Personality Test 2008 out of which eighteen have made it to the Civil Services. This includes sixteen Muslims and two Christians. This year, Vice Chancellor of Jamia Hamdard Dr. G.N. Qazi was personally involved in many sessions of mock personality tests conducted at HSC and gave very useful tips to aspirants.

It is also inspiring to note that this year the percentage of success of Muslim candidates has risen to 3.9% as against 2.5-3.5% during the last 25 years or so. It is hoped that efforts will be made to increase representation of community in civil services.
