“We welcome dialogue between ministers but it is not good that this should be aired in public,” Manmohan Singh said at his press conference to mark the first year of his Congress-led government’s second tenure.

“The cabinet meets on schedule every week. It is here that such issues should be discussed,” he added.

The response came when the prime minister was asked about the damage caused by Environment Minister Jairam Ramesh’s taking on Home Minister P. Chidambaram on his ministry’s restrictive policies on granting visas to Chinese engineers.

“I welcome a dialogue between ministers and we are a democracy,” he said, adding: “It is a healthy development that ministers give their opinion. The most important thing is that the matters which are with the cabinet should be taken up in the cabinet first.”
